E-MAIL: Defense Supply Service-Washington, MurraAA@hqda.army.mil. Defense Supply Service Washington intends to negotiate on a sole source basis with Gray Hawk Systems, Inc. The requiring activity, the Joint Theater and Missile Defense Organization (JTAMDO), requires the expertise and capabilities of the contractor to establish a Joint Interface Control Officer (JICO) in the Joint Force Commander structure and the respective Tactics, Techniques, and Procedures (TTP). JTAMDO will conduct various scenarios with NATO and Joint U.S. Forces that require expertise in developing and integrating tactics and training for air defense and interoperability. The contractor must possess the knowledge and experience to participate in these exercises both as a tactician and analyst to evaluate the JICO concept of operation. The contractor must have experience and expertise to integrate diverse force elements and their specific Communications and Control nets into a coherent unified air defense information/direction system. The contractor must also have experience in Joint Force Air Warfare Commander Training, development of tactics for Joint air defense and procedures for multi-TADIL operations. The contractor must be able to prepare complex data received through the multi-faceted operations for senior military officical review. The contractor must possess a current Top Secret clearance. The contract will include a Base Year and four 1-year options. This is a new contract requirement; therefore, a predecessor contract is not applicable. A solicitation will not be issued; however, Capability Statement may be submitted to DSSW, in accordance with Note 21 of the CBD publication. (0030)
