R -- TITLE II INSTITUTIONAL SUPPORT ASSISTANCE PROGRAM SOL M/OP-98-372 DUE 021398 POC Contact Point: Tad Findeisen, (202) 712-1196 The U.S. Agency for International Development (USAID), BHR/FFP invites PVOs currently registered with USAID and interested in applying for financial assistance for eligible programs under Title II of the Agricultural Trade Development and Assistance Act of 1954, as amended, Public Law 480 (P.L. 480), to request a copy of RFA. As stated in the legislation, Title II has been established to provide agricultural commodities to foreign countries on behalf of the people of the United States to: (1) address famine or other urgent or extraordinary relief requirements; (2) combat malnutrition, especially in children and mothers; (3) carry out activities that attempt to alleviate the causes of hunger, mortality and morbidity; (4) promote economic and community development;(5) promote sound environmental practices; and (6) carry out feeding programs. The Bureau for Humanitarian Response (BHR) is responsible for all Title II food-related functions delegated to the Administrator of the United States Agency for International Development (USAID). Within BHR, the Office of Food for Peace (FFP) is charged with the management of development and emergency programs carried out under Title II of the Agricultural Trade Development and Assistance Act of 1954, as amended, Public Law 480 (P.L. 480). BHR/FFP envisions providing financial assistance to qualified/ eligible Private Voluntary Organizations (PVOs) and cooperatives as well as the World Food Programme (WFP) and other eligible organizations whose applications meet BHR/FFP objectives stated in the RFA. If BHR/FFP already received your Organization's expression of interest, a copy of RFA will be mailed to you automatically (in addition to RFA being available on the Internet once issued). You can verify whether you are on the list of RFA requesters by contacting BHR/FFP's James Thompson at (202)712- 4272. The RFA containing a description of programs eligible for BHR/FFP financial assistance is anticipated to be issued approximately (15) days from this Notice's posting in the CBD. The RFA closing date for the receipt of applications is expected to be (45-60) days from the RFA issuance date. A written request for a copy of the RFA shall be mailed to: U. S. Agency for International Development Office of Procurement, Division A Attn: Tad Findeisen RRB, Room 7.10-070, Washington, D.C. 20523-7101. Requests must include (3) self-addressed mailing labels. Phoned-in requests for a copy of the RFA will not be honored. The preferred method of distribution of the RFA is via the Internet or by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This CBD notice can be viewed and downloaded using the Agency Web Site. The RFA, once issued, can be downloaded from the Agency web site. The Worldwide Web address is http://www.info.usaid.gov. Select Business and Procurement Opportunities from the home page, then "USAID Procurements." On the following screen, select "Download Available USAID Solicitations." Receipt of this RFA through INTERNET must be confirmed by written notification to the contact person noted above. It is the responsibility of the recipient of this solicitation document to ensure that it has been received from INTERNET in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes.
