Base, ND, is seeking qualified firms to provide design services for the
design of miscellaneous operation and maintenance projects and
supporting services at Minot AFB, ND. An open-end, indefinite delivery,
indefinite quantity contract will be issued for a period of one year
with two, one-year option periods. Projects will be issued by delivery
orders not to exceed $299,000.00 each. Cumulative amounts will not
exceed $750,000.00 per year. Services required will be in conjunction
with minor remodeling and maintenance projects, including preparation
of drawings and specifications, various types of A-E services such as
investigation, inspection, studies, reports, and cost estimates may
also be required as related to project design. Projects will include
architecture, mechanical, electrical, and civil design. A minimum of
$5,000 in fee work will be issued under the contract. The estimated
award date is June 1998. Significant evaluation factors in order of
relative importance are as follows:1.) Professional qualifications
necessary for satisfactory performance of required services; 2.)
Specialized experience and technical competence in the type of work
required; 3.) Capacity to accomplish the work in required time; 4.)
Past performance on contracts with government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; 5.) Location in the general geographical area of
the project and knowledge of the locality of the project, provided,
that the application of this criteria leaves an appropriate number of
qualified firms, given the nature and size of the project. A-E firms
desiring consideration should submit a completed Standard Form 254 and
Standard Form 255 no later than close of business on 02 march 98 in
order to be considered. Cover letters and unnecessarily elaborate
brochures, or other presentations beyond those sufficient to present a
complete and effective response are not desired. Submital by fax will
not be considered. The proposed acquisition listed herein is open to
both large and small business concerns. This solicitation may result in
more than one contract award. This is not a request for proposal.
