69 -- NOTICE FOR MEETING WITH INDUSTRY AND IDENTIFICATION OF ORGANIZATIONAL CONFLICT OF INTEREST (OCI) FOR DMT O& I EFFORT SOL F33657-98-R-0010 POC Richard Stem, Contracting Officer, ext 219, fax (937) 656-7538/Brent Gibson, Team Lead, (937) 255-9660, ext 497 A sources sought synopsis for the DMT O&I effort was published in the Commerce Business Daily on 3 Dec 97. This procurement is utilizing an electronic bulletin board for the bidders library in an effort to streamline the communication process between the Government and industry and is accessible through the World Wide Web on the Pre-award Information Exchange System (PIXS) at the following Internet address, http://www.pixs.wpafb.af.mil. The program title is "DMTONI." For questions concerning operation of the PIXS system contact the system administrator, Mr. Johnny Harshbarger, at (937) 255-2739. The Training Systems Product Group (TSPG) Distributed Mission Training Operations and Integration (DMT O&I) program team will conduct Industry Days 10-12 Feb 98 in Myers Hall, building 45, basement, Area B, Wright-Patterson AFB, OH. Discussions will focus on risk assessment of the DMT O&I requirements. A draft Requirements Document (titled "dsrdv1 0.doc") and a Risk Assessment Guidance Presentation (titled "process4.doc") are available on PIXS. The following is a tentative agenda: Tuesday, 10 Feb 98; 0800-1200 -- DMT O&I Overview and Requirements Review; 1300-1700 -- Risk Assessment; Wednesday, 11 Feb 98, 0800-1700 -- Risk Assessment; Thursday, 12 Feb 98, 0800-1200 -- Risk Assessment and Wrap up; 1300-1600 -- begin One-on-one sessions. Please complete a Registration form (on PIXS as "regist.doc") and return it to Capt JoLea Wegner (wegnerjl@asc-yw.wpafb.af.mil) by COB 6 Feb 98. Attendance will be limited to three representatives per company. One-on-one sessions will be conducted on 12-13 Feb 98. A sign up sheet will be provided on 10 Feb 98 at the Industry Day meeting (see PIXS for rules of engagement "roe.doc"). The sources sought synopsis discussed the potential for organizational conflict of interest (OCI). This is restated, with a change in the submittal and approval process. There is potential organizational conflict (see FAR Subpart 9.5, Organizational Conflicts of Interest) between this Distributed Mission Training (DMT) Operations and Integration (O&I) contractor and Contracted Training Simulation Services (CTSS) contracts and contract actions for other DMT related efforts. The conflict could arise due to the DMT O&I contractor occupying a highly influential and responsible position in determining network interface parameters and other systems engineering aspects and involvement in technical evaluations and source selections that impact future CTSS contracts and contract actions for other related DMT efforts. Accordingly: Restrictions at some level are needed to insure that a conflict of interest does not arise. Restrictions could be at the corporate level or possibly at the divisional level if the potential for OCI can be avoided. Short of an outright corporate level restriction, in order for the parents, affiliates, divisions and subsidiaries of the DMT O&I Contractor being precluded from receiving a contract for future CTSS or other related DMT efforts, the DMT O&I solicitation will require offerors to submit an OCI Risk Mitigation Plan that must be approved by the Contracting Officer prior to contract award. The OCI Risk Mitigation Plan must address the actions and processes the offeror will establish within their corporation to ensure a conflict of interest will not exist between the offeror, it's parents, affiliates, divisions and subsidiaries. The offeror acknowledges that approval of the OCI Risk Mitigation Plan is at the sole discretion of the Government. In order to facilitate the understanding of the OCI Risk Mitigation Plans and provide the Government an opportunity to provide comment, we request potential offerors whose parents, affiliates, divisions and subsidiaries are contemplating receiving a contract for future CTSS or other related DMT efforts, submit a draft of the plan no later than 5 Feb 98 to the Contracting Officer identified herein. If the offeror decides not to submit a plan and is awarded the DMT O&I contract, the offeror, it's parents, affiliates, divisions and subsidiaries, shall be precluded from award of future CTSS contract(s) or contract actions for other DMT related efforts. The factors discussed in "ocianl.doc" (an updated copy is located on the PIXS) may result in an actual or potential conflict of interest and should be addressed in an OCI risk mitigation plan. The OCI briefing provided at the previous industry day, with update to reflect the submittal and review process noted above, is provided on the PIXS as "OCIbrief.ppt".
