Administration (NOAA), National Severe Storms Laboratory (NSSL),
proposes to negotiate on a sole source basis with Dowley Security, Inc.
of Oklahoma City, OK for the upgrade of an existing American Magnetics
card access system at the NSSL facility at 1313 Halley Circle, Norman,
OK. The facility is currently equipped with a PC-based, American
Magnetics (AMAG) card access system with about 300 users in the
database, 9 fixed and pan/tilt cameras using a 9-way video multiplexer,
approximately 12 magnetic strip card readers controlling room/door
access, and an integrated temperature monitoring and alarm system. The
temperature alarm system includes sensors for the inside building
temperature as well as the computer room temperature. The system is
also wired with the building fire alarm sensors. Vendor must upgrade
the existing American Magnetics software Model 302 to version Model 450
(or most current) at the time of installation. The vendor must be
responsible for alldatabase conversions to preserve the present
functionality and to integrate cameras, card readers, card permissions,
time codes, guard sequences, and remote equipment. In addition, the
integrated security system must be extended to 4 remote buildings owned
by NSSL. Existing cabling was installed after initial construction and
access points are not documented on floor plans. Service calls require
technicians to be onsite within a maximum of 4 hours. Dowley Security
is the only authorized American Magnetics dealer in Oklahoma and holds
the contract for servicing the existing AMAG security system. This
procurement is being conducted per FAR Part 13, Simplified Acquisition
Procedures, and is set aside for small business. This synopsis is
issued for information only. No competitive solicitation is planned.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government's best interest and must
address qualifications pertinent to this requirement. Award date will
