Beans, Contracting Officer, Tel: (011-504) 36-9320, Ext. 2454, Fax: (011-504) 38-2804, Internet: [koviedo@usaid.gov The U.S. Agency for International Development in Honduras is seeking proposals to perform a mid-term evaluation of the Honduran Environmental Fund Project (HEPF No. 522-0385) implemented through a Cooperative Agreement (CA) No. 522-0385-A-00-3330-00 with FUNDACION VIDA for $5,125,000 to support strengthen and expand environmental protection and natural resources management activities carried out by non-governmental organizations (NGO's). The scope of work provides for technical assistance for the mid- term evaluation of the HEPF Project and the activities of VIDA under the project funded CA. The major purposes of the mid-term evaluation are: 1) Progress in achieving planned results, including intermediate results and benchmarks as stated in the USAID Results Package (RP 2.3) Framework; (2) broadly assess the sustainability of the approach used to improve environmental protection and management of selected natural resources; and (3) specific operational issues related to project implementation and sustainability. This evaluation will be used by VIDA, USAID, and the Government of Honduras (GOH) to identify bottlenecks and strategies in relation to sustainable environment.
