Corps of Engineers (COE), Walla Walla District, intends to negotiate
and award a sole-source procurement in accordance with 10 U.S.C.
2304(c)(1) to Pacific States Marine Fisheries Commission, Gladstone,
Oregon. Requirement is for biological services to provide quality
control and fish sampling functions for the COE Juvenile Fish
Transportation Program at Lower Granite, Little Goose and Lower
Monumental Dams, Washington and McNary Dam, Oregon. Prospective
contractor must have an existing Endangered Species Act Section 10
permit from National Marine Fisheries Service enabling contractor to
anesthetize and sample ESA listed juvenile Snake River chinook and
sockeye salmon and steelhead and Upper Columbia River steelhead. The
permit must authorize the taking of the listed stocks at all of the
above mentioned COE projects. It must also include a large enough take
allowance to cover the anticipated number of listed species handled in
the daily samples at each project. Work will be performed between March
23, 1998 and December 18, 1998. Size standard for small business
concerns under Standard Industrial Classification code 8733, is average
annual gross receipts of a concern taken for the last three (3) fiscal
years must not exceed $5 million. See Note 22. All responsible sources
