AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR IOFS SERVER, CLIENTS,
AND HARDWARE. Companies shall acknowledge all amendment(s) in their
quote. This notice serves as the official amendment to subject
synopsis/RFQ and a written amendment will not be issued. This combined
synopsis/ solicitation for commercial items is prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this solicitation. The purpose of this
amendment is to provide specific requirements related to this synopsis.
This combined synopsis/solicitation, number RFQ5-67730-905, Amendment
1, is issued an a request for quotation (RFQ. The due date for receipt
of offers is extended to February 5, 1998. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-03. The SIC Code and Size Standard are
3577 and 1000 employees, respectively. The DPAS Rating for this
procurement is DO C9. The provision at 52.212-1, Instructions to
Offerors -- Commercial Items, applies to this acquisition. The
provision at 52.212-2, Evaluation -- Commercial Items (Oct. 1995), does
not apply to this acquisition. However, the paragraph below describes
the evaluation factors used in the best value determination. (a) The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers: --
The level and availability of support in troubleshooting and resolving
problems will be the basis for the best value determination. The
offeror shall submit a brief narrative discussing how their firm
handles problem resolution, including the time telephone help support
is available and the escalation procedures for help desk support.
Additional value that will be considered is the extent of the software
versions/release updates included in the price and the level and
period of software support is offered. Companies shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with its offer. FAR clause
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Statement of Work: All maintenance services using
return to depot or return to factory shall ship via overnight express
for next day delivery of replacement parts for any defective parts. All
pricing shall be inclusive of any and all shipping charges from the
company to the end user. The government will pay for shipping of the
defective part back to the contractor if so desired by the contractor.
Companies shall provide the information stated in the synopsis/RFQ
posted on the NASA Acquisition Internet Service (NAIS) on or before
February 4, 1998. Documents related to this procurement are available
over the Internet and are in Microsoft Office Suite (Word 6.0, Excel
5.0, or PowerPoint 4.0) format and reside on the World Wide Web (WWW)
