23 -- BRADLEY A3 UPGRA POC POC: KEN SAUTER (810) 574-7269 TACOM PLANS TO PROCURE THIS REQUIREMENT ON A SOLE SOURCE BASIS WITH UNITED DEFENSE L.P., GROUND SYSTEMS DIVISION, OF YORK, PENNSYLVANIA. THE PROPOSED ACQUISITION IS FOR THE THIRD YEAR QUANTITIES OF BRADLEY A3 UPGRADE VEHICLES. THE THIRD YEAR (FY99) LRIP REQUIREMENT IS TO BE AWARDED AS A SEPARATE CONTRACT, FOR 73 A3 VEHICLES. THESE VEHICLES WILL BE UPGRADES OF BRADLEY A2 VEHICLES TO THE A3 CONFIGURATION. THE A3 UPGRADE ENGINEERING AND MANUFACTURING DEVELOPMENT (EMD) EFFORT IS CURRENTLY ONGOING UNDER CONTRACT DAAE07-94-C- 0456 WITH UNITED DEFENSE L.P. (UDLP). UDLP HAS COMPLETED THE EIGHT PROTOTYPE A3 VEHICLES, WHICH ARE UNDERGOING EXTENSIVE TESTING. THE EMD CONTRACT HAS A PERFORMANCE PERIOD THROUGH OCTOBER 99. UNDER SEPARATE CONTRACT (UNDER THE A0-A2 REMANUFACTURE CONTRACT), UDLP HASA BEGUN THE FY97 (35 A3 VEHICLES) AND FY98 (18 A3 VEHICLES) LRIP REQUIREMENTS. THE BRADLEY A3 INCLUDES LETHALITY IMPROVEMENTS OVER PRESENT BRADLEY VEHICLES THROUGH ADVANCED TARGET HANDOFF AND ACQUISITION PROVIDED BY THE COMMANDER'S INDEPENDENT VIEWER (CIV) AND IMPROVED BRADLEY ACQUISITION SYSTEM (BAS) AS WELL AS IMPROVED FIRE CONTROL. A POSITION AND NAVIGATION (POS/NAV) SYSTEM, AS WELL AS NIGHT VISION EQUIPMENT IS PROVIDED IN THE VEHICLE. SURVIVABILITY EQUIPMENT AND INNOVATION INCLUDES APPLIQUE ARMOR COVERING THE TOP SURFACE OF THE VEHICLE AND PROVIDING NBC PROTECTION FOR THE SQUAD. THE A3 COMMAND AND CONTROL IMPROVEMENTS WILL PROVIDE INCREASED SITUATIONAL AWARENESS, DIGITAL TACTICAL INFORMATION, TRANSMISSION/RECEPTION CAPABILITIES, AND COMPATIBILITY WITH COMBAT RADIO NETS, AND REDUCED WORK LOAD. THE A3 VEHICLE CONTROL AND OPERATION SYSTEM (VCOS) IMPROVEMENTS WILL UTILIZE AN INTEGRATED ELECTRONICS SYSTEM. THE ELECTRONICS SYSTEM WILL SUPPORT HIGH RESOLUTION TACTICAL AND VIDEO DISPLAYS, BUILT IN TESTING AND EFFICIENT SYSTEM UPGRADES OF NEW TECHNOLOGY. THE BRADLEY A3 WILL BE AN UPGRADED BRADLEY CAPABLE OF MEETING THE CURRENT AND PROJECTED THREAT INTO THE 21ST CENTURY. THE PROPOSED EFFORT WILL BE AWARDED ON A FIRM FIXED PRICE BASIS TO UNITED DEFENSE L.P. (UDLP), GROUND SYSTEMS DIVISION. UDLP IS THE DEVELOPER AND SOLE PRODUCER OF THE BRADLEY SERIES OF VEHICLES. FURTHER, UDLP IS THE DEVELOPER OF THE A3 UPGRADE VERSION OF THE BRADLEY VEHICLE, AND IS THE PRODUCER OF THE FIRST TWO YEARS OF LOW RATE INITIAL PRODUCTION (LRIP) VEHICLES. IT IS NECESSARY TO AWARD THE THIRD YEAR LRIP REQUIREMENT TO UDLP TO MAINTAIN THE CURRENT BRADLEY ENGINEERING AND MANUFACTURING BASE.
