Subcontracting Plan Requirements: If the successful low offeror is a large business concern, a subcontracting plan shall be required, consistent with Section 806(b) of PL's 100-180, 95-507, and 99-661. A minimum of 65% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of planned subcontracting dollars shall be placed with small disadvantaged businesses to include Historically Black Colleges and Universities or Minority Institutions (HBCU/MI's), and at least 5% of the total planned subcontracting dollars shall be placed with Women-Owned Businesses (WOB). A plan is NOT required with the bid. All responsible sources may submit a bid which shall be considered by the agency.
