The Joint Surveillance Target Attack Radar System (STARS) Program Office intends to acquire, from Northrop Grumman Corporation (NGC), 22 Quick Engine Change (QEC) retrofit kits for Joint STARS spare aircraft engines and the engines on the number one test aircraft (T1). In addition, the Joint STARS Program Office intends to acquire, from NGC, Side Cowl Cooling Air Blast Tube Modifications for the T1 engines. The QEC Retrofit Kits will eliminate the need for unique shimming of precooler ducting and allow adjustment of precooler duct support rods without rod or unit disassembly. The Side Cowl Cooling Air Blast Tube Modifications for T1 will eliminate hydraulic line chaffing. The line chaffing change is currently being purchased under a separate contract action with NGC. The QEC kits and Side Cowl modifications required must be identical to those produced by Northrop Grumman Corporation for the Joint STARS aircraft production engines. The effort shall include, but is not limited to all engineering, programmanagement, configuration control, equipment production, and quality assurance. The Government anticipates a 30 March 98 contract award date. The kits must be ready for fielding within 256 days of contract award. Interested sources must submit responses within 15 days of publication of this notice. Responses should include information regarding the capabilities of the firm to accomplish this work.
