This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Johnson Space Center has an immediate requirement for fifty (50) 2.5" frangible nuts in accordance with the attached NASA specifications. Interested parties shall contact the Technical Monitor for this Procurement, Carl Hohmann, at (281) 483-4533. The provisions and clauses in the RFQ are those in effect through FAC 97-1. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Responses are due by December 9, 1997. Delivery to JSC of the final product is required by April 1, 1998. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items described above may be mailed or faxed to the identified point of contact, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/ Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5a(1) and (2); 52-212-5(b)(6),(7),(8),(9), and (10) are applicable. Questions regarding this acquisition must be submitted in writing no later than 12/05/97. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by the designated Technical Monitor for this procurement per paragraph 1 of the attached specifications stating that the contractor shall have extensive experience in the precision production machining of Inconel 718 to aerospace standards which must meet the Government's requirement. STATEMENT OF WORK FOR THE MACHINING OF THE SPACE SHUTTLE ORBITER 2.5" INCONEL NUT NASA P/N SED26100099-302 1.0 GENERAL BACKGROUND REQUIREMENTS FOR BIDDERS The Contractor shall have extensive experience in the precision production machining of Inconel 718 to aerospace standards and must be recognized by JSC and the contracting officer's technical representatives, as being qualified for the task. Experience in prior contracts with JSC shall be considered paramount and is required. GENERAL FABRICATION REQUIREMENT The Contractor shall manufacture the 2.5" frangible nut, NASA P/N SED26100099-302 in accordance with the requirements of this Statement of Work (SOW). For this procurement 58 SDD26099301-005 flight and 3 SDD26999301-007 margin nut deliverables are required by April 1,1998. 1.1 2.5" FRANGIBLE NUT DESCRIPTION The 2.5" frangible nut is fabricated from Inconel 718 and is part of the Space Shuttle External Tank Aft Attach System. Two nuts are flown on the Orbiter each flight. The nuts are designed to frange or separate by use of explosive columns within the ports provided in the nut. This event occurs at main engine cut-off to allow the Orbiter to proceed to orbit without the external oxygen/hydrogen tank. 2.0 DESIGN REQUIREMENTS The design requirements for the 2.5" frangible nut are delineated on the NASA JSC Drawing SKD26099300 and Drawing SDD26099301. 2.1 All Inconel 718 needed for this production lot will be provided by JSC to the Contractor in the form of Inconel blanks that are 6.5" in diameter and 4.5" long. Blanks will be delivered to the contractor in the quantity needed for delivery of the flight lot of nuts and attrition. 3.0 FIRST ARTICLE REVIEW REQUIREMENTS The Contractor shall present to the NASA COTR a sample (three units maximum) of the first production prior to completing full production to obtain approval of workmanship 3.1 PRODUCTION ACCEPTANCE REQUIREMENTS All production articles shall be inspected to the NASA drawing and workmanship standards specified, at both the Contractor facilities and at JSC for final acceptance. All articles shall fit smoothly onto the GO-NO GO thread gauges provided. 3.2 DOCUMENTATION The Contractor shall furnish documentation indicating compliance with all drawing specifications. 4.O DELIVERY The Contractor shall submit the appropriate shipping paperwork and deliver the units as outlined below.
