Naval Surface Warfare Center (NSWC), Dahlgren Division, Coastal
Systems Station, Panama City, Florida intends to solicit competitive
proposals for non-personal technical and engineering support services
in support of Naval Sea Systems Command (NAVSEA) to provide support
services for Landing Craft Air Cushions (LCACs) as well as various
Expeditionary Warfare and Strategic Sealift programs. There will be
three (3) types of support required. The types of support required are
detailed below. Contractor support is required in the areas of Project
and Engineering Documentation, integrated Logistics and Technical
manuals, Engineering and Technical Analyses, Test and Trials, Model
and/or Prototype Fabrication and Test. This effort will be provided
both at CSS and on-site at the vendor or system design agent locations,
and will be provided in a quick reaction mode. The Contractor will have
the ability to respond to design, operational and maintenance
requirements as specified herein. The Contractor will ensure resources
are available for all special testing and research projects.
Contractor services are also required to provide support services for
LCACs which have been delivered to the Navy. Support services will
consist of test support, trials, evaluations, special studies, product
improvements, maintenance of the LCACs assigned to the Coastal Systems
Station, and support of LCAC operations. LCAC maintenance may include
preventative maintenance (PMS), corrective maintenance or repair at the
organizational and intermediate maintenance levels. LCAC operations may
include ramp marshaling and ramp safety during craft operations.
Additionally, contractor services are required for providing services
in support of NAVSEA PMS-377 to perform engineering, test and trials
support and planning for the LCAC, LSD, and LHD Class platforms. This
responsibility extends to ensuring that post-delivery support begins
prior to shipbuilder turnover as well as supporting introduction to the
Fleet. The requirement to ensure cost effective back-fit and
forward-fit for all Class modifications creates analytical requirements
and full documentation support. The contractor shall provide the level
of effort support to provide Test support improvement, Post-Delivery
Availability support, Independent Validation and Verification of
products, and provide on-site support at building yards in a quick
reaction mode. The contractor shall have the ability to respond to
operational and miantenance requirements as specified herein. The
Contractor shall provide the level of effort necessary to ensure
resources are available for all special post-delivery testing and
research projects. The contractor shall perform Engineering and
Logistics analysis and review for all equipment modification research
projects; and develop plans and procedures to ensure support objectives
are achieved. This procurement action has been set aside for
small-disadvantaged business 8(a) companies only. Performance of this
contract effort requires access to national security information at the
SECRET level. A contractor facility security clearance at the SECRET
