Weapons Agency (DSWA) plans to award a sole source purchase order to
Lockheed Martin corporation, 2 Forbes Road, Lexington, MA 02173.
Lockheed Martin will support DSWA in the modification of the ATARS IRLS
currently owned by the U.S. Government to improve resolution
performance. The ATARS IRLS will then be integrated into the
Northrop-Grumman BAC 1-11 aircraft and flight tested under the
follow-on Sensors Evaluation Program to determine the minimum altitude
at which the sensor can resolve a 50 cm bar target -- background
separation at 3 degrees Celsius temperature difference (Hmin). The
contractor shall provide support for flight test, including
installation and operation of the sensor and post flight data
reduction. DSWA believes that Lockheed Martin is the only source
possessing the existing RDT&E expertise to adapt this specific
requirement to meet this program requirement within the time required
by DSWA and available funding. Any other firm desiring consideration
must fully identify its capability to perform this requirement -- See
Note 22 (substitute 15 day proposal receipt period in lieu of 45 day
