The Contractor shall perform all tasks and functions which include, but not limited to management and adminsitrative support, adminstration of work force, interaction, financial management, reports and surveys and management of the off-base housing program. The contractor shall manage the off-base housing program which will include assisting the customer in locating off-base housing (housing referral). Contractor shall acquire new listings of off-base home sales and rentals and maintain liaison with local housing agenices. Contractor shall provide housing assistance and counseling in off-base housing matters. Contractor will review final housing agreements between customer and tenants. The Contractor shall manage unaccompanied housing and unaccompanied housing assets at four existing dorm facilities on Fitzsimons Army Garrison, Aurora CO and one new facility to be opened summer of 1999 on Buckley Air National Guard Base, Aurora, CO. The Contractor shall maintain occupancy data and recommend actions to the Commander to correct less than optimum (90%) utilization of dorms. Contractor shall perform periodic surveys of unaccompanied housing residents to determine level of customer satisfaction. Contractor shall prepare and process occupant liability claim for damage to Government property or reports of survey and process payments and collections as required. Contractor will maintain waiting list of personnel living in the dormitory who desire to live off-base with Basic Allowance for Quarters (BAQ). Contractor will assign and terminate personnel to enlisted dormitory rooms and perform initial and pre-final inpsections. The contractor will be responsible for all furnishings for all 821st Space Group operated unaccompanied housing facilities on Fitzsimons Army Garrison and Buckley Air National Base. Contractor will maintain control of all dormitory keys. The basic Contract period will be Feb-Sep 98, with three one- year options. The appilicable SIC code and size standard are 8744/$5.0M. Firms rsponding to this synopsis must (1) state whether they are a small or large business based on the size standard above, (2) indicate if a small disadvantaged or woman-owned business, 8(a) firm, or historically black college or university or minority institution, (3) provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed including contract numbers, description of the work, points of contact, and phone numbers; personnel identified to perform the work; and (4) any other pertinent information which would enable the government to assess a firms capabilities. Because the government reserves the right to set this acquisition aside for small business 8(a) firms, based on the responses received, it is imperative that firms respond with the required information so that capabilities can be evaluated accurately.
