Hewitt, 770-488-9507 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TIRSE-98-Q-00008 and will be satisfied by entering into an unrestricted Commercial Item (CI) procurement using Simplified Acquisition Procedures (SAP). The Standard Industrial Classification Code is 8999 with a Small Business standard of $5.0 million. All provisions and clauses incorporated into this solicitation are in effect through Federal Acquisition Circular No. 97-1. Quotations are due by 4:00pm EST, November 7, 1997, at the following location: Internal Revenue Service; Southeastern Procurement Operations Branch; Attn: Pat Hewitt; 2900 Woodcock Blvd, Ste 210; Chamblee, GA 30341. On an annual basis, The IRS requires pickup of recyclable and sensitive material.The following is the schedule required for this service. SCHEDULE 4800 Buford Hwy, loading dock Contact: Mgr transportation Unit Chamblee, GA 30341 770-455-2314 Daily pickups are required Monday through Friday except for Government holidays. Hours are from 7:30am -- 2:20pm. There will be no pickups after 2:20pm. Peak Season is from January through May and an extra of up to 15 pickups will be required during this time period. Extra pickups could include Saturday and Sunday. Average Weight: 1,500,00 pounds per year. This is an estimate only and the Internal Revenue Service will not be held to this estimate for payment purposes. 2650 Button Gwinnett Drive Contact: Mgr Warehouse Doraville, GA 30340 770-446-3767 Pickup will be on a as call basis every 4 to 6 weeks. Hours are from 7:00am -- 4:00pm, except for Government holidays. Average Weight: 400,000 pounds per year. Several truck loads will be required during major cleanup time. Hours will be from 6:30am -- 3:00pm, except for Government holidays. Average Weight: 156,000 pounds per year. This will include cardboard. A baler is to be furnished by the vendor for the cardboard. This is an estimate only and the Internal Revenue Service will not be held to this estimate for payment purposes. DISPOSITION OF WASTE MATERIAL Contractor to provide necessary equipment and labor for the pickup and disposal of waste material generated in the processing of tax documents. The documents must be destroyed by pulping which renders the information contained in such material irrecoverable. This material may include, but is not limited to extra copies, photo impressions, microfilm printouts, computer tape, printouts, IDRS printouts, carbon paper, carbon typewriter ribbon, notes, work papers, officialups information, or any other material containing tax information which has served its purpose. Material picked up from the 4800 building and the warehouse will contain some envelopes with cellophane windows and at the warehouse material with some groundwood trash. The end product must be recyclable. SPECIFICATIONS: The following specifications must be met by the destruction process: -- Pulping to be accomplished in such a manner that all material is reduced to particles one inch (25.4mm) or smaller with water and make recyclable for other usages. Waste material must be transported in IRS containers, in a locked vehicle and carried directly to the paper mill for destruction or be destroyed by the contractor immediately as specified above. Instances when the paper mill is down, the truck may be taken to the contractor's facility. The material will be stored in the IRS containers, in the locked truck, and in the secure facility until the paper mill is running again or within 24 hours. All work must be performed under the supervision of the contractor or the contractor's responsible employees. The Contractor shall submit a price quote for either a price per pickup or a price based on the estimated pounds. Base Year (January 1, 1998, through September 30, 1998). CLAUSES AND PROVISIONS. 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (OCT 1995) 52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 1995) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, pice and other factors considered. The following factors shall be used to evaluate offers: 1) Price 2) Technical Capability 3) Past Performance (Offeror shall submit the names and telephone numbers of two customers to whom it has rendered the same or similar services within the last 5 years 4) Facility inspected to determine if it does meet our security and disclosure requirements. (b) OPTIONS. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award of acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action, shall result in a binding contract without further action by either party.
