The European Bank for Reconstruction and Development [http://www.ebrd.com] will begin publishing opportunity announcements to implements elemns of its Shelter Implementation Plan (SIP) in mid-August. The SIP is a $758 million project, now scheduled to be completed in 2005, which will transform the concrete "sarcophagus" over the destroyed Unit 4 reactor at Chornobyl Nuclear Power Plant in Ukraine into a safer, more environmentally stable condition and construct a new confinement over it. The SIP identifies the twenty-two tasks required to (1) reduce the probability of collapse of the current sarcophagus through structural stabilization, (2) reduce the consequences of any potential collapse, (3) improve nuclear safety at the site, (4) improve worker and environmental safety, and (5) develop a long term strategy for the conversion of the area into an environmentally safe site. Tasks include the stabilization of the roof and walls of the structure, improved shielding for workers from the highly radioactive investory in the sarcophagus, improved criticality safety and monitoring, seismic characterization and monitoring, structural investigation and monitoring, contained water management, management of wastes from the SIP activities, development of a possible strategy and technology for handling the highly radioactive fuel-containing masses, and the development of a safe confinement strategy.
