This announcement consititutes the only solicitation; proposals are being requested and a written Solicitation DABT51-97-Q-0808 is being issued as request for Quotation. This solicitation document which incorporates provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This acquisition is restricted to small business. Standard Industrial Classification code is 7220. Carpet is to be furnished and installed at Sergeant Major Academy, Bldg 11292, Sgt E Churchill, Ft Bliss, Tx 79918-8002. Room numbers to be made available at time of award. The following FAR Provisions are applicable to this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition and no additional addenda applies. FAR 52.212-2 Evaluation-Commercial items is applicable as follows: The following factors shall be used to evaluate offers: Technical, Delivery, Past Performance and Price. The lowest price, technically acceptable product which meets the Government requirements as listed in Line Items 1 through 7 will be considered. Delivery will be the contractors ability to initiate delivery within 30 days after receipt of order. Past Performance will be considered as it relates to the contractors ability to provide similar items. FAR clause 52-212-3 Offeror Representations and Certifications-Commercial Items (provide with the offer). FAR clause 52-212-4 Contract Terms and Conditions-Commercial Items.
