66 -- KRYPTON/ARGON CONFOCAL IMAGING SYSTEM SOL 263-97-P(GQ)-0048 DUE 082997 POC Dorothy Nickens, Contract Specialist, (301) 496-0301, Fax (301) 402-3406 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 263-97-P(GQ)-0048, is issued as a RFP. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 90-45. The standard industrial code is 3826 and the business size is 500 employees. NIH intends to negotiate and award, on a sole source basis, a contract for Krypton/Argon Confocal Imaging System to Bio-Rad Laboratories, Life Science Group, P.O. Box 73167, Chicago, IL 60673. This action is being taken under the authority of 41 U.S.C.253(c)(1) (FAR6.302-1(b). The system shall provide detailed histochemical analysis of embryonic material and shall have the following features: (1) Shall have a high resolution of at least 1280 x 1024 x24 bit display. The largest collected image size shall be 1280 x 1024. The images and means shall be displayed on a single 21 inch or larger monitor. (2) Shall accept inputs from up to 6 different channels. The system shall be able to digitally add and subtract the outputs of the 6 channels for bleed through correction. The system shall perform the analogy to digital conversion on input with over sampling, and digitally integrate the oversampled signal. (3) Shall have an infinity corrected light path having a separate variable sized iris aperture for each channel. The light path shall be free of lenses or anything that may cause aberration of the signal and reduce the sensitivity. (4) System shall have a three color transmission detector, for imaging the blue, yellow and red components of the non-confocal transmission image. (5) Shall use a photomultiplier tube with a prismatic front end for detection of the image. (6) Shall have computer control of the aperture size, emission filters, photomultiplier gain and black level for each of the detector channels. The system shall have computer control of the neutral density filters and excitor filters of the laser. All of the parameters shall be easily controlled through the standard operating software. (7) The operating software shall provide a sequential mode of collection in order to eliminate bleed through between channels. (8) Shall include volume rendering software that will manipulate 24 bit data sets. It shall render the data set around any angle, and be able to slice through the data at an oblique angle. It shall be able to perform quantitative analysis, such as a seed to f ill for volume measurements and 3-D length measurements. (9) Shall incorporate a high speed digital photon counting option. (10) Shall be flexible in that is adaptable to any research grade upright or inverted microscope. (11) Shall use a Pentium based PC with at least 1 gigabyte hard disk and 32 megabytes of RAM for system control and image analysis. The software shall be written in a 32bit operating system. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. A completed copy of the provision 52.212-3, Offeror Representatives ad Certifications -- Commercial Items, is required as part of the offer. The clause 52-212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. Following receipt of an acceptable invoice, payment will be made after receipt,acceptance of equipment, and installation. NIH believes that the above reference firm is the only source that can provide Krypton/Argon Confocal Imaging System. Any other firm that feels they are qualified to provide such services must submit by the response date (15 calendar days from date of this publication) a detailed capability statement documenting their ability to provide this services by meeting the requirement stated above. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
