Long, Contracting Officer The U.S. Secret Service intends to award a contract on a sole source basis in accordance with Federal Acquisition Regulation (FAR), Part 13.602, and FAR Part 6.302-1, Authority, Citation 41 U.S.C. 253(c)(1). Award will be made on a sole source basis to Foster and Freeman Limited, 25 Swan Lake, Evesham, Worchestershire WR11 4PE, United Kingdom. This is a Firm-Fixed Price requirement for the following equipment: CLIN-0001, VideoSpectral Comparator, which shall be comprised of a VSC-2000 stand; monochrome and color CCD cameras with x10 motorized zoom lens providing magnification of 1.4x to 14x, automatic iris and manual override; internal camera filter turret containing 16 filter positions from 500 to 1000nm; IR/visible tungsten light source with variable intensity control 2 x 20W; transmitted IR/visible light source with variable intensity control 2 x 30W; UV light source (4 x 8W longwave); Internal 250W high intensity tungsten halogen light source with 9 discrete wavebands from blue to red; Lensing system for internal 250W light source to provide either broad beam or focused spotlight; IR/visible sidelighting; Coaxial Illumination for retro-reflective security printing-12W; Pentium P160 computer (32MB RAM); 17" SVGA monitor; Microspectrophotometer 400 to 900nm; Windows NT Workstation 3.51; Monochrome/color frame grabber (768 x 576); VSC-2000 software updates for two years; one year parts and labor warranty; installation; and on-site training. Training, installation, Insurance & Airfreight are to be at no charge to the Government, Quantity One (1) complete system. NO SUBSTITUTIONS Shall Be Allowed. The Contractor shall deliver the complete quantity: (i) F.O.B. destination; (ii) within sixteen (16) weeks ARO; (iii) delivery shall be made to: United States Secret Service, Counterfeit Division, Room 730, 1800 G Street NW, Washington DC 20223.
