Supv. Purchasing Agent, 505-248-6626. The U.S. Fish and Wildlife
Service, Region 2, intends to award, on a sole source basis, an order
to Commercial Water Sports for the procurement of a fireboat required
to operate and maneuver in shallow water depths of 6-8 inches under a
load capacity of 4,000 pounds. Fireboat also required to have engine
exhaust routed below deck to reduce the noise level. Noise created by
an above deck engine exhaust route creates a safety hazard for crew
members trying to communicate above this noise as well as their ability
to hear other outside activity. Vendor must initiate any service
required to maintain and repair fireboat within 24 hours of
notification. This is a combined synopsis/solicitation for commercial
items prepared in accordance with additional information included in
this notice. This announcement constitutes the only solicitation; other
proposals will be considered; a written solicitation will not be
issued. Solicitation # 1448-20181-97-Q067. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. Small business set-aside. SIC 3732. Size
standard: 500. Requirement is for 1 each fireboat as described below:
Deck requirements: size: 8' x 22'; load capacity: 4,000 lbs;
constructed of 3/4" marine-grade resin-impregnated plywood;
undercarriage framework skinned with 5052 grade aluminum; rear bow eye
for towing. Aluminum rigid frame canopy top, 7 feet high from top of
deck, to cover the rear deck area (10'6"). Deck includes 3 boat cleats
installed per side and one swivel chair with arm rests. Railing: 5052
grade aluminum construction, 32" high, able to support 600 lbs.
Three-rail construction, open between rails. Railing to begin 8' from
each side of the front of the deck and continue around the rear of the
boat with a 2' opening in the center of the deck on each side.
Pontoons: minimum 26" diameter hexagon-shaped tube designed to meet
vessel deck, payload, and speed requirements as specified herein.
Constructed of 5052 grade aluminum, minimum thickness 0.125" on bottom
and sides with an additional 0.125" reinforcement on the front 5' of
pontoon underside and leading edge. Each pontoon will have a rear drain
plug. Engine will be 150 hp commercial grade outboard sufficient to
reach vessel minimum speed of 30 mph. Electric engine tilt, VO oil
hook-up and 8-gallon oil storage tank required. Engine, hydraulic
steering, and all operational cables and controls required to make the
engine fully operational to be manufactured by Outboard Marine
Corporation as maintenance technician at the Refuge has formal training
and experience in repairing/maintaining OMC systems. Minimum fuel tank
capacity of 60 gallons. Requires 12-volt deep cycle marine battery and
one spare battery. Control console will be constructed of 5052 grade
aluminum and will include a plexiglass windshield and a locking door
compartment 3' w x 3' h x 2' deep. Instrument panel will include the
following gauges: water temperature, engine tilt, battery, engine hour
meter, tachometer, speedometer, VRO oil gauge, auxiliary battery, and
fuel. All instruments and switches will be illuminated for night
operation. Also requires depth finder and G.P.S. unit with external
antenna. Switches to operate siren, light bar, and accessory lights
will be located in the helm. Two storage compartments constructed of
5052 grade aluminum with locking hatches and carpeted floors are
required; approximate sizes: (1) 4' x 2.5' x 2' and (2) 6' x 2.5' x 2'.
One each public address (PA) horn and siren with 100-watt speaker
mounted in light bar; wiring to be housed in conduit. Horn/siren will
have wail and yelp tones plus air horn; yelp priority and automatic
siren override when PA button is activated. Requires navigational
lights that meet Federal requirements for nightime operation.
Additional lights required: two tungsten floodlights, 4" x 6" on swivel
base mounted on the canopy to illuminate from 15 feet of boat deck and
one light under center of canopy to light area underneath. Fire pump
will operate with fuel supplied from boat fuel tank into pump engine
fuel tank. Water discharge will be roared below deck to a forward
mounted manifold with connections for a 3" monitor and two 1.5" NH hose
fittings with shutoff valves for each hose allowing water to be sprayed
from monitor and 2 hoses simultaneously. Pump to have hand priming
system. It is required that engine exhaust be routed below deck to
reduce noise level. Pump suction will be 4" in diameter routed through
deck and located so the pump can be operated while boat is underway.
Fire nozzle/monitor: 3" adjustable monitor with adjustable nozzle
mounted on a 24" pedestal with an operator seat located directly to the
rear of the monitor. Five year warranty required on hull. Delivery to
be made to Imperial National Wildlife Refuge, Martinez Lake, Yuma
Arizona 85365. The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Offers must include
a completed copy of the provision at 52.212-3, Offer Representations
