consists of a new Air Traffic Control Tower at the Johnstown-Cambria
County Airport, Pennsylvania. The new tower will serve as a training
facility for air traffic controllers from the Pennsylvania Air National
Guard, the needs of the military, and it will also serve the civilian
commuter and general aviation needs of the airport. Project
construction consists of a flight tower, ground floor, admin areas and
mechanical building of masonary type construction on both drilled
peirs and spread foundations. Other construction consists of precast
panels, built-up roofing, electric service, storm water retention,
parking lots, access roads, utilities, HVAC systems, fire pumps,
emergency generators, information and security systems and site

Issuance o/a 15 August 1997. SUBCONTRACTING PLAN REQUIREMENTS: PRIOR to
award, the selected large business low bidder must submit an acceptable
subcontracting plan within the time limit prescribed by the contracting
officer, consistent with Section 806(b) of Public Laws 100-180, 95-507,
99-661. A minimum of 65% of the total planned subcontracting dollars
shall be placed with small business concerns. At least 15% of the total
of the total planned subcontracting dollars shall be placed with small
disadvantaged business concerns, to include Historically Black
Colleges and Universities/Minority Institutions, and a minimum of 8% of
all subcontracting dollars to be placed with women-owned small
businesses. A plan is NOT required with the bid. Contractors are
encouraged to provide their Federal Express account number at the time

Collection Improvement Actof 1996, effective October 1, 1997, all
