U -- TRANSPORTATION SAFEGUARDS TRAINING SOL DE-RP04-98ALTSTCS DUE 090497 POC Point of Contact: William L. McCullough 505-845-6467. Contracting Officer: David A. Nienow 505-845-6072. The U.S. Department of Energy (DOE), Albuquerque Operations Office (AL), intends to issue a Request for Proposal using full and open competition for the acquisition of a support service contract for a range of logistical, administrative, para-military training, property management, and technical support services required to assist the DOE, Transportation Safeguards Division (TSD). These services will consist of operating and maintaining the Transportation Safeguards Training Center (TSTC), Kirtland Air Force Base, New Mexico and Ft. Chaffee, Arkansas, assisting in the training of the SAF Force (SAF), providing division support in areas of procurement, budget, property management, and supporting all provisional Satellite Training Operations occurring throughout the country. The primary logistical site for the TSTC operation will be located on Ft. Chaffee, AR. The contractor will provide support that ensures the facilities, grounds, vehicles, ranges, and training venues are properly maintained for safe and efficient use. Additionally, the contractor will provide complete supply and logistic functions, armorer function, fleet management function, and security and safety functions. A brief description of the support services to be provided include: (1) Curricula/Training Program -- the contractor shall (a) identify and develop courses necessary to accomplish the TSTC program objectives including the core subject areas of Driving, Firearms, Intermediate Use of Force, Law Enforcement, Leadership/ManagementTraining, Physical Fitness, Specialized Training, and Tactics for the SAF; (b) support TSD in defining and developing SAF training program support (TPS) requirements for Joint Training Exercises, Recruit Training Courses, In-Service Training, and other scheduled training activities, in addition to, any emerging mission needs identified by continuous assessments, periodic reviews and job analysis per DOE Order 470.1, Safeguards and Security Program; (c) assist in conducting a formal analysis of legal and regulatory requirements, survey manager+s requirements, needs analyses, job analyses, task analyses, user survey/critiques, student evaluation/critiques from annual training exercises and vulnerability assessments to identify training requirements; (d) assist in designing a course to include establishing program/course prerequisites, writing learning objectives, establishing evaluation standards, and identifying measures of training effectiveness; (e) assist in developing courses by researching existing TSTC materials and all other professional resources for content development, writing a course chart, identifying instructional techniques for the subject/skill, writing lesson plans and/or practical applications, acquiring training equipment and developing instructional materials, and conducting practice sessions; (f) assist in implementing the course by verifying current-year target group needs, scheduling training periods, conducting or presenting the training, evaluating the training in progress and documentingtraining results for both trainees and the training staff; (g) assist in evaluating the training/exercise in progress, validating management feedback, student evaluations, and instructor evaluations, and participating in formal inspection programs; (h) develop and maintain support plans which address, as a minimum, the following TPS activities: Identification of personnel and their responsibilities; Technical assistance for event scenario development; Recommendations for the selection, organization, training, and employment of TPS controllers and evaluators, as required; Logistical Support Plans, including but not limited to Operations Plans, Security Plans, Safety Plans, and Execution Plans for each training and exercise activity; Technical Support for the Exercise Control Center (ECC); Environmental, Safety, and Health analysis; Security and OPSEC Analysis; (2) Logistical/Personnel Support Of Training Programs -- the contractor shall (a) support TSD at the TSTC and remote Satellite Training Areas (STAs)with regards to, but not limited to, activities such as facilities, training venues, equipment, food services, utilities, janitorial, maintenance, transportation, staff, and student lodging, temporary labor, etc. with other contractors, federal, state, and local agencies; (b) ensure that the facilities, grounds, vehicles, ranges, STA venues, and other equipment are properly maintained for safe and efficient use; develop a maintenance program that will identify maintenance/repair requirements and coordinate those requirements with other contractors associated with technical, janitorial and maintenance contract support services and/or local, state, and federal agencies; (c) provide resident and/or adjunct faculty members to assist SB instructor staff in development, and presentation of curriculum such as firearms, tactics, truck driving, physical education, leadership, and other specialized training courses; (d) provide Physiologist/Instructor, Physical Education support for the SAF Sections located in Albuquerque, NM; Amarillo, TX; and Oak Ridge, TN for assisting the SAs in meeting annual physical requirements of the job; (e) provide personnel, who will ensure compliance with applicable federal, state, local laws, and DOE directives, that govern the operations of forklifts, all-terrain vehicles, fast-attack vehicles, fleet tractor/trailers, and other specialized equipment required to transport equipment and resources within TSD and STAs, and prepare those sites to meet the needs of TSD+s training programs; (f) provide certified armorer and specialized support who will ensure compliance with applicable federal, state, local laws, and DOE directives, that govern the use, operation, storage, and movement of firearms, ammunitions, pyrotechnics, and related equipment. This support includes, but is not limited to, providing operational inspection, certification, and preventive/remedial maintenance of firearms; providing maintenance, accountability, control, storage, and inventory of spare parts and assisting TSD in theannual TSD firearms, ammunition, and pyrotechnics inspections at the TSTC, venues sites, and SAF Sections; (g) be responsible for control and accountability of all Government Owned/Government Furnished property provided to the contractor, including weapons, ammunitions, pyrotechnics, TSTC Fleet Trailers, TSTC Fleet Vehicles, Specialized TSTC Fleet Equipment, General Durable, Consumable, Low Value, Sensitive and Capital Equipment, and Engagement Simulation System (ESS) Equipment to and from training venues in support of various training exercises; (h) perform annual personal property inventory in accordance with applicable FAR regulations; (i) perform shipping and receiving functions for TSD and provide interim storage of such equipment to include, Firearms, Ammunitions, Specialized SAF Equipment; such as Body Armor, Tactical Vests, etc, until shipment is required; (j) assist TSD in the development and maintenance of the TSD resource center which will reflect the areas of the program objectives and provide storage and efficient retrieval of video, SOPs, and regulatory documentation required to ensure the effective and efficient operation of the TSD training program; (3) Property Management Program (PMP) -- the contractor shall assist TSD in the development, implementation, assessment, and maintenance of the TSD PMP to ensure compliance with applicable DOE Directives and Standard Operating Procedures (SOPs); (4) Administrative Support -- the contractor shall (a) provide support to TSD in the functions of, project documentation, classified document control, property management, budget, acquisition, scheduling, planning, logistics, travel, etc.; (b) develop, implement, and maintain an environmental safety and health program in conformance with applicable federal, state, local laws, and DOE directives including guidelines for the operation, maintenance, assessments, and use of TSD and STA venues, and range/live fire procedures, safety risk assessments, unusual occurrence reporting, accident/injury investigations, student/staff indoctrination and training; (c) provide a Quality Assurance Program in accordance with applicable DOE and TSD guidelines including a program of site accreditation and personnel certification; (d) ensure that appropriate security, including physical security, is provided for all activities and facilities in accordance with DOE/AL directives.
