Abuse Prevention (CSAP), through the Division of Acquisition
Management, Program Support Center, Department of Health and Human
Services, intends to award a four (4) month sole source simplified
acquisition to Interactive Health Systems, Santa Monica, CA 90401. The
Contractor shall convert the adolescent DOS version of the Therapeutic
Learning Program (TLP), Discover & Decide self-empowerment system, into
a Windows-based program with coaches and help features. This includes,
but is not limited to, converting 740 frames from the current
LISP-based, C compiled, and DOS language to Visual Basic IV for
Windows, restructuring and designing that allows the adolescent more
navigational choice, adding coaches to each section, and adding a help
feature for each frame. The Contractor shall also customize the
program for substance abuse prevention and CSAP's grantees. No
solicitation is available, therefore requests for such documents will
be considered invalid responses. Firms havingthe ability to convert the
TLP from DOS to Windows, as stated above, shall provide clear and
comprehensive information supporting its claim, inclusive of references
listing contact person(s) and phone number(s); technical literature;
GSA schedule number, if applicable; and pricing. Responses should be
addressed to the attention of Kelly Cook, referencing number 97M031410.
If no affirmative response is received within 15 days of publication,
the Government shall negotiate an award to Interactive Health Systems.
