The Thermal Omnibus is comprised of two families of thermal devices: AN/PAS-13, Thermal Weapon Sight (TWS) and AN/VAS-5, Driver's Vision Enhancer (DVE). The TWS is a family of man portable infrared imaging and sighting devices (Light, Medium and Heavy version). It is designed for surveillance and fire control of individual and crew served weapons during daylight, darkness, adverse weather, and dirty battlefield conditions. The DVE is an infrared imaging device for tactical wheel vehicles (TWV) and combat vehicles (CV) and is designed for enhancing vehicle maneuverability during daylight, darkness, adverse weather and dirty battlefield conditions. A single contract award for both the DVE and TWS systems is being contemplated. The Government reserves the right to award multiple contracts if determined to be in the best interest of the Government. A firm fixed price multi-year contract comprised of a three-year basic and two one-year options for a total period of five years (FY98-FY-02) with range and spare prices in each year is planned. Security clearance considerations will restrict the contract award to a company that possesses the appropriate SECRET U.S. security clearances and have the required safeguards in place. Hardware samples shall be submitted with each proposal, which is representative of the technology being proposed, and auxiliary equipment to operate the systems during laboratory bench testing. The samples will be subjected to laboratory characterization testing for the purpose of risk assessment. A draft performance specification for the TWS and DVE and the draft Request for Proposal (RFP) are planned to be posted for industry review and comment in mid-Jun 97 and August 97 time frames respectively. The final RFP is planned to be released early Oct 97. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual.
