E-MAIL: Pamela D. White, pam.white@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Offer (RFO) for the upgrade of the Moore M40 Diamond Turning Machine. The primary goal will be to develop a method to produce x-ray optics through a replication process. The Precision Enginering/Diamond Turning Facility will produce diamond turned mandrels from .25 -- 1.5 meters in diameter from which replicated mirrors will be produced. The upgrade will consist of an air bearing Inductosyn feedback rotary table, spindle and tool post riser blocks (18-20"), and a precision hydrostatic bearing tailstock assembly. Modifications and engineering will be required to provide the upgrades necessary to successfully turn large mandrels to the highest level of surface figure and finsh possible within the limits of the machine. The upgrade is a two part endeavor: Part A is the development of a riser system and tail stock to carry the load within the cutting parameters of the machine; Part B is to retrofit a Moore Inductosyn air bearing rotary table to the existing machineand interface it with the Allen Bradley 9600 controller. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. NASA/MSFC intends to purchase the items from Moore Tool Company. This sole source is based on proprietary knowledge of the design and construction of the machine, critical to the successful implementation of the modifications. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from publication on the NAIS (or Commerce Business Daily (CBD) if over $500K) to submit their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFO. All responsible sources may submit an offer which shall be considered by the agency.
