(i) SCHEDULE -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis shall serve as a Request for Quotation, numbered F62562-97-R0145 which seeks quotations based on the information contained in this synopsis. Offers are due on or before 8 Aug 97, 2:00 p.m. Japan Standard Time. (ii) SUPPLIES -- This synopsis/solicitation contains one line item. It is the government's intent to purchase 400 sets of adapter, cap, and gasket to be used on railway tank cars to modify the tank cars. A set consists of; (a) 1 ea of adapter, connecting, Camlock-type, fuel offloading adapter, stainless steel (SUS-316), size: 4 inch, ANCY standard, part number 633-LAS or equal, MFR: Japan Marine Technologies Ltd,OPW Dept., (b) 1 ea of cap, Camlock type, stainless steel (SUS-316), size: 4 inch, ANCY standard, part number 733-DCL with Buna-N gasket or equal, MFR: Japan Marine Technologies Ltd, OPW Dept., and (c) 1 ea of gasket, packing, out diameter: 156 mm, inside diameter: 117 mm, length: 216 mm, thickness: 3 mm, Valqua No. 6501 (non-asbestos type) or equal, MFR: Valqua Japan. The drawings for adapter and cap will be provided by fax per request. The delivery shall be completed within 30 calendar days after receipt of order by the Contractor. FOB Point is either Sharpe Army Depot, Lathrop, CA for transshipment to Yokohama North Dock or directly to Traffic Management Branch, Transportation Division, DSO, 17th ASG, Yokohama North Dock, Bldg 403, Mizuho-cho, Kanagawa-ku, Yokohama-shi, Kanagawa-ken 221, Japan. POC for receiving is Mr. Watanabe or Mr. Nakajima, at 011-81-468-26-1911 ext. 269-6423 (phone), bldg 420, North Dock, Japan. (iii) PROVISIONS AND CLAUSES -- The following FAR provisions/clauses are applicable tothis solicitation: 52.212-1, Instruction to Offerors-Commercial, 52.212-2, Evaluation-Commercial Items, for the purpose of this clause the blank(s) are completed as follows, (a) (1) technical capability of the item offered to meet the Government requirement; (2) descriptive literature/drawings and (3) price; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Specifically, the following cited FAR clause is applicable to this solicitation; 52.225-4, Evaluation of Foreign currency Offers, for the purpose of this clause the blank is completed as follows, Nihon Keizai Shinbun. (iv) PRESENTATIONS AND CERTIFICATIONS -- Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representation and Certification-Commercial Items. (v) BASIS OF AWARD -- Award will be based on the best value to the government to include all evaluation factors. The drawings for adapter and cap must be approved by Nihon Kamotsu Tetsudo Kabushikigaisha, (Japan Freight Railway Company) prior to award.
