rmm@nrc.gov. The Material Control and Accounting Inspection Program
requires that NRC test and evaluate the adequacy of the licensees'
measurement systems, measurement control programs, and inventory
declarations by analyzing samples of special nuclear material(SNM)
taken at licensees' facilities. The licensees' measurement program
testing and evaluation, in part, is accomplished through independent
sampling and analysis of SNM taken from licensees' processes, and with
on-site observations by NRC inspectors. The degree to which NRC needs
to verify licensee measurement capabilites is commensurate with a
risk-informed, performance- based regulatory approach. A measurement
service for a wide range of nuclear materials is needed along with
individuals who have a strong background in SNM measurements,
statistics, measurement controls, analytical chemistry, and
non-destructive analysis (NDA). The contractor must also be authorized
for every SNM type held at the licensees, including uranium
hexafluoride gas, uranium dioxide powder, and uranyl nitrate liquid or
crystals. The SNM samples may contain such chemicals as beryllium,
erbia, or gadolinium, etc. Any interested organization that has the
ability to perform the work identified herein should provide written
information to the NRC about their organization to include:
professional qualifications; an outline of previous related projects;
a description of your ability to perform such work; a discussion of the
extent to which adequate resources exist within the organization to
carry out the above work; a description of their relationship with NRC
licensees which might give rise to an apparent conflict of interest;
any commerical pricing information with a price range per sample; and
any specific information the organization believes demonstrates its
ability to perform the proposed work. The closing date for submission
of response is thirty calendar days after publication of this notice.
