The FISC Norfolk Detachment Philadelphia intends to acquire Bachelor Quarter Services for the Naval Construction Battalion Center (NCBC), Gulfport, MS on a competitive, unrestricted basis. The contractor shall be responsible for providing management and operation of Enlisted and Officer Bachelor Quarters for NCBC Gulfport, MS in accordance with OPNAVINST 11103.1B (Policies and Procedures Governing Bachelor Quarters) for up to 1800 occupants daily, 365 days per year. Services shall include but are not limited to: providing contractor-owned, contractor cleaned laundry and linen service; reservation/assignment services; storeroom and warehouse operations; furniture/equipment movement; housekeeping services; participation on the BQ Advisory Committee; providing security and accountability for billeting funds, government property and abandoned personal property; maintaining government equipment, materials, supplies; and preparing reports in accordance with all a! pplicable instructions for the ope ration and property management of Bachelor Quarters as requested by Supply Officer and major claimant. Facilities and major equipment will be provided by the government. This requirement will not be solicited using commercial item practices in accordance with Part 12 of the Federal Acquisition Regulations. A firm fixed price contract is anticipated, with a base period of performance commencing 01 April 1998 through 30 September 1998, with four, one (1) year options. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. The solicitation may require the submission of cost/price and technical proposals. The applicable Standard Industrial Code for this acquisition is 7011.
