R -- INDEFINITE QUANTITY CONTRACT FOR PROFESSIONAL SERVICES IN THE COLUMBIA, MD FSO OFFICE SOL 23209897A-0085 DUE 071497 POC D. W. Tokasz, Purchasing Specialist, 410-997-6214 The successful contractor shall furnish, as an independent contractor and not as an agent of the United States Postal Service, professional services to the United States Postal Service. These services will include but not be limited to, engineering, technical, real estate -- professional and administrative support -- personnel to be located in Columbia, Maryland, however, the geographical area may be expanded through bilateral agreement. The contractor will provide professional employees selected at the discretion of the Contracting Officer. Typically, recruitment of personnel will involve one or two people at a time. The preceding statement is to provide the contractor with an idea of the typical level of effort that will be required and is not intended to any way limit the number of people that the Postal Service can request the contractor to recruit at any given time. One contract will be awarded as a result of this solicitation. Interested companies should write to this office requesting a proposal package. The address is U. S. The successful contractor will be expected to handle the hiring of qualified professional personnel, make timely payments of salary and travel reimbursements and acquire all benefits for the hired-employee. All costs for holiday, vacation, sick leave pay and group medical costs must be included in the overhead/profit multiplier. No separate payment will be made to the contractor for reimbursement of these costs. In cases where employees waive health benefits, an increase in hourly wage will be given to the affected employee. This mark-up factor, provided in the proposal as a multiplier, will be the deciding factor in the award of this contract. All travel costs, if required in the employee's position, will be a direct cost and reimbursed to the contractor as such. The contract, with a guaranteed minimum of $5,000, has a base term of two years and three, one-year renewal options. At the discretion of the Postal Service, the renewal options may be exercised. Each task order will be negotiated as an individual task orders for each employee hired. The total contract cannot exceed $5,000,000 or five years. Firms that have the capability to perform the services described above are invited to submit a completed proposal package that states a fixed-price multiplier and previous experience in performing the above work, by July 14, 1997 at 4:00 PM.
