Robertson, Contracting Officer at (703) 693-8934 Technical assistance is needed for Inspection and Quality Assurance Support for the Pentagon Renovation Program, The Pentagon, Arlington, Virginia. Inspection and QA support will include, but not be limited to, building construction inspection; inspection of existing structures; quality assurance testing; testing and certification of elevator, escalators and conveyance systems; test and inspection for environmental compliance; and preparation of reports of inspection and test results. The contractor will be required to provide a local office and all equipment for work on-site and off-site. However, office space within the field offices may be available. The contract will be an indefinite-delivery type contract with a base year and four one-year option periods. The maximum amount for the base year and per option period will be $900,000, for a total of $4.5 million over the five year period if all options are exercised. The minimum obligation amount for the base period will be $18,000 and $9,000 per option year, should they be exercised . Individual task orders will be awarded as requirements are known. The government reserves the right to exercise the options prior to expiration of the option period. The selected firm (both prime and subs) will be required to use U.S. citizens only on this project. The selection criteria will be based on a best value procurement. The technical factors, not necessarily in the order of importance, will include (1) experience in construction inspection, environmental compliance, test procedures, and documentation, (2) past performance, (3) financial capability, and (4) manpower resources.
