DESC: The 18th Civil Engineering Group, Kadena Air Base, Okinawa, Japan, proposes to contract for Architect-Engineer Services for advance planning and master planning, programming services, engineering and feasibility studies, surveying, mapping, site investigations, and drafting services of facilities on Okinawa of varied complexity, to include housing areas, roads and pavements, runways, utility systems and other supporting facilities. Services will be implemented through individual task orders. The basic contract period is one year with a one year option period that may be exercised at the discretion of the Government. This contract will be awarded to a U.S. firm, a Japanese firm, or a joint venture U.S./Japanese firm. All Standard Form (SF) 254 and 255 submittals for BOTH U.S. and Japanese firms MUST be included. The criteria shall be based on one or more of the following factors: (1) Professional Qualifications; (2) Specialized Experience and Technical Competence; (3) Capacity to accomplish the work; (4) Past Performance; (5) Volume of work; and (6) Geographic proximity. Interested firms having the capabilities to perform this work must submit one copy of SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project and one copy of SF 254, Architect-Engineer and Related Services Questionnaire, if one is not currently on file with 18th Civil Engineering, within 30 days after the date of this announcement.
