Environmental Protection Agency (EPA) has a requirement to create, a user-friendly document which details the "green building" design of the new EPA facility at Research Triangle Park, N.C. The final document is intended for a general audience, including building project managers, architects and engineers, and others interested in the incorporation of environmental responsibility into building design and construction. The facility was designed by Hellmuth, Obata and Kassabaum(HOK) which was charged with creating a design emphasizing energy efficiency, conservation of natural resources, pollution prevention, and a healthy indoor environment. Consequently, to develop a concise, coherent story of the process, EPA requires the recipient of this procurement to examine and synopsize a large assortment of informal position papers, formal design analyses, preliminary design tasks, and an estimated 6,500 pages of final design specification which were created by HOK over the history of the project. Because of its experience in designing the facility, EPA believes that HOK is the only contractor that can provide the desired documentation within the time frame and budget allotted for this procurement. EPA intends to negotiate a sole source procurement with Hellmuth, Obata and Kassabaum, 3223 Grace Street, NW, Washington, DC 20007. The period of performance is expected to be from date of award through 18 weeks. All interested parties may respond within 15 days of the date of this announcement.
