advertisements which appeared in the Legal Times, March 31, 1997, and
April 7, 1997. The Commercial Law Development Program (CLDP) of the
U.S. Department of Commerce (DOC) seeks experienced attorneys and
economists to serve as advisors to Trade and Foreign Economic Relations
Ministries of foreign governments. At this time, CLDP needs advisors in
Russia and the Ukraine. Resident advisors will be stationed in the
country of their assignment for one year with options to extend for one
or more additional year(s). Resident advisors will provide technical
assistance to Russia and the Ukraine with respect to GATT/WTO and other
trade policy issues, and will plan/coordinate related supplemental
technical assistance and workshops to be conducted by CLDP. Candidates
from both public and private sectors will be considered. Selected
advisors, if not presently U.S. Government (USG) employees will be
awarded a firm-fixed price personal services contract. Salaries will be
commensurate with those of USG officials with comparable
responsibilities and are negotiable upon salary history and in
accordance with USG regulations. The maximum base salary is GS15/10
(currently $98,714.00). "Total Salary" is considered to include the
base salary plus post allowance and post differential. Moving and
storage expenses will be paid, as appropriate. Medical will be
reimbursed up to a maximum of 80 percent. Respondents should have
significant practical experience in GATT/WTO issues with an emphasis on
accession and compliance, outstanding managerial and interpersonal
skills, and knowledge of the political and economic conditions of the
assigned country. Significant experience in public and private sector
policy-oriented work and overseas experience are highly desirable. U.S.
citizenship and a JD or Master's degree in economics or a related field
are required. Respondents will be evaluated on the following criteria:
1) At least three years of legal and/or economics experience in the
area of GATT/WTO with an emphasis on accession and compliance.
Respondents who do not meet this minimum mandatory requirement will not
be evaluated further; 2) Teaching or public speaking experience and
demonstrated ability to successfully plan, schedule, and manage
conferences, symposia, and seminars; 3) Familiarity with the region;
and 4) Experience in legal reform, transnational transactions, or
technical assistance. Criterion 1 will be allotted more than twice the
weight of criteria 2 through 4. Criteria 2 through 4 are equal in
importance. Highly ranked applicants will be contacted for interviews.

2, 1997. For Ukraine, applicants must be ready to begin work on, or
