58 -- COMMUNICATION EQUIPMENT SOL DADA18-97-Q-0177 DUE 042497 POC Purchasing Agent WILLIE COPELAND (210) 221-4848 (Site Code DADA18) This is a COMBINATION SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Far Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is DADA18- 97-Q-0177. This solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-42. This is a Sole Source procurement. This solicitation is unrestricted. DESCRIPTION: The Government intends to award a purchase order for Communication Equipment on a sole source basis to Harris Corporation, RF Communication Division, 1680 University Avenue, Rochester, NY 14610, for developmental support for AMEDD (Army Medical Department) communications for world wide deployment of Army tactical medical units with still image transfer, digital information, voice over high frequency radio, and teleconsultation under C4M concepts. These radios have been through five validation demonstrations to prove their compatibility to the AMEDD requirements. The following items are required: (1) 400 Watt HF Communications Systems consisting of: RF-5000B-400E, a 400 watt base station transceiver covering the frequency range from 1.6 to 30 MHz in USB, LSB, CW, and AME modes. Include: Remotable front panel, fully solid-state design with back-lit keypad and display, digital IF, 400 watt PEP/Average power amplifier, and built-in test. Has capability to accept internal performance options including: 2400 bps high speed data modem, automatic link establishment (ALE), LPC (digitized) voice, analog voice, security, digital voice and data encryption, and frequency hopping. The new embedded firmware programming capability will allow future upgrades for high performance features such as serial tone modem, low bit rate (600 bps) digital voice and active squelch. Includes 10 Hz tuning increments with up to 100 preset simplex or half-duplex channels, internal 3-watt speaker, and full MIL Spec environmental construction. Operate from 115-230 VAC, 47-400 Hz. Consists of: RF-5022R/T(E) Receiver-Transmitter, RF-5034PA-400E Power Amplifier, 400 Watt, RF-50854PS-400 Power Supply -400 Watt Base Station, RF-5084BMT 400 Base Station Mount, H-250/U Lightweight handset,10181-9831 8-foot (2.4 m) AC Power Cable. Price also includes connectors for optional accessory cables and system operation and installation manual. (2) RF-5285MD(E) is a new serial tone modem for the RF-5022R/T(E). The serial tone waveform provides reduced susceptibility to interference due to adaptive excision filtering. The unit's data directed adaptive equalization provides extremely reliable performance over channels characterized by high fade margin. The RF-5285MD(E) modem will support the following waveforms and data rates: WAVEFORM: MIL std-188-110A, Data Rates: 75, 150, 300, 600, 1200, 2400 coded, 4800 uncoded; WAVEFORM: STANAG 4285, Data Rates: 75, 150, 300, 600, 1200, 2400 coded, 1200, 2400 uncoded; WAVEFORM: Mil STD-188-110A, App-B, 39 tone, Data Rates: 75, 150, 300, 600, 1200, 2400; WAVEFORM: FSK NS, Data Rates: 75; WAVEFORM: FSK WS, Data Rates: 75, 150, 300; WAVEFORM: FSK Alt: Data Rates: 75, 150; WAVEFORM: FSK-V, Data Rates: 75, 150, 300, 600. The RF-5285MD(E) has the existing 39 tone modem built in, giving the user the choice to select the Serial Tone Waveform, the 39 tone waveform, or the FSK option via the front panel of the Receiver-Transmitter. This feature permits interface to synchronous or asynchronous data devices such as digitized voice, facsimile, or computer/ASCII terminals. Note: The serial tone waveform is available only in the single frequency, non-hopping mode. (3) RF-5122ALE(E) ALE option for the RF-5022R/T(E) Receiver-Transmitter. A plug-in module providing fully automated MIL-STD-188-141A HF channel link quality analysis and link establishment (ALE) capability. The RF-5122ALE(E) is compatible with Harris RF-7200 Series and RF-3272 ALE Equipment. (4) RF-382A-15, HF Fast Tune Automatic Antenna Coupler. The RF-382A-15 automatically matches the output of transceivers and power amplifiers to a wide variety of whip, dipole, and long-wire antennas over the frequency range of 1.5 to 3.0 Mhz. The coupler features BIT, overload, and lightning surge protection and is designed to handle 150 watts PEP/Average and includes a 50-ohm output connector (type N female) for application where it is desirable to quickly change from tuning a whip antenna to tuning a 50-ohm antenna. It will also handle up to 500 watts PEP/250 watts Average under certain conditions. Its tune time is 50 msec after an initial learning tune cycle of typically less than one second. The RF-382A-15 operates from 12 or 24 VDC (10 to 32 VDC) without power supply or cable change. The unit price includes the coupler unit, mating connectors, a manual, and installation material. This antenna coupler requires lengths of RF-322 Control Cable and coax cable. Separation between transceiver and antenna coupler can be up to 250 feet (76m). The 1960-3006 long-wire adapter is necessary for use with long-wire antennas greater than 75 feet (22.9 m) in length, color: CARC Green. (5) 10181-9823 (250 ft), RF 382-02 Antenna Coupler Control Cable. This assembly provides a preassembled control cable with connectors attached for interconnection of the RF-5032PA-125 or RF-5034PA-400 power amplifier, and the RF-382A-02. Note: Utilizing control cable lengths which separate the RF-382-02 Antenna Coupler and the power amplifier greater than 76 meters (250) ft) is not recommended. (6) 10181-9824 (250 ft), RF-382-02 Coax Cable Assembly. This assembly provides a preassembled coax cable (RG-213/U or M17/74-RG213) with connectors attached for interconnection of the RF-5032PA-125 or RF-5034PA-400 power amplifier and the RF 382A-02. Note: Utilizing cable length which separate the RF-382-02 Antenna Coupler and the power amplifier greater than 76 meters (250 ft) is not recommended. (7) RF-1912T. This transportable, tactical dipole antenna is used with transceiver equipment with up to 1000 watts RF output power, 2 -- 30 MHz. It has lightweight, aluminum mast sections suited to tactical operations. Requires an RF-382, an RF-2601, an RF 3281, or an RF-3282 Antenna Coupler and associated cables. The RF-1912T includes all materials for transportable construction, including two aluminum masts, guys, halyards, stakes, a preconstructed radiating element, a vertical feedline, an antenna coupler baseplate, and a spare parts kit. All materials except the baseplate are conveniently stored in three canvas bags. (8) E-Mail Platform (Optional). A panasonic laptop computer with LAN card to provide an e-mail platform to send and receive e-mail message from the wireless gateway. The provision at FAR 212-1, Instructions to Offer-Commercial, without agenda applies to this acquisition; offers shall include a completed copy of the provisions at FAR 52.212-3 Offeror Representation and Certification -- Commercial Items with offer.
