59 -- DISGUISED ANTENNAS SOL DEA-97-R-0018 POC Connie Jones, Contract Specialist, (202) 307-7804 The Drug Enforcement Administration (DEA) has a requirement for the acquisition of disguised mobile antennas and attendant hardware and supplies for DEA undercover vehicles. This requirement will include brand name or equal equipment. The DEA is seeking interested sources with the capabilities of supporting this requirement. If no interested sources are deemed capable the DEA will pursue a sole-source contract with STI-Co Industries, Inc. of Orchard Park, NY. -- The Government anticipates the award of an indefinite delivery, indefinite quantity type contract. DEA utilizes a wide variety of foreign and domestic vehicles such as mid-size, full-size, luxury, sport, and recreational. The requirement specifies that the appearance shall be indistinguishable from the factory antenna. -- Antenna Configurations are as follows: 1) Single band fender mounted disguised antennas will require an AM/FM broadcast band coupler. The mounting hardware and whip shall be specific to the particular vehicle. 2) Cellular disguised antennas shall have the same appearance as a commercially available mobile cellular telephone antenna. 3) Dual band cellular disguised antennas will also function with a cellular telephone. 4) Dual band antenna matching networks allow both the UHF and the VHF transceiver to operate on a single antenna. 5) Antenna tuners are devices that are used to match the antenna with the transmitter to optimize overall efficiency -- The electrical characteristics of the antennas shall be compatible with Motorola Syntor X, Syntor X9000, Spectra, and Astro radios. -- The mandatory specifications for Brand Name or Equal antennas manufactured by Sti-Co Industries, Inc., are as follows: (1) VHF Fender Mount Antenna, p/n XXX-SB-150 Series: VHF Frequency Range: 150-174 MHZ; VHF Bandwidth: 24 MHZ; VHF RF Transmit Power: 100 Watts Maximum; Gain: Unity; SWR: 2.0 to 1 or less. (9) Antenna Tuner, p/n ST-AT-450: Transmit Power: 100 Watts Maximum; Output Impedance: 10-700 Ohms. -- Interested sources shall identify whether the mobile antennas equipment, attendant hardware and supplies, has already been developed for use on vehicles; whether they have experience in providing disguised mobile antennas, attendant hardware and supplies; and if they have the capability to provide the disguised mobile antennas, attendant hardware and supplies specified above, or an equal product. -- Any interested parties shall submit their capability statement, descriptive literature, and other supporting information to the Contract Specialist, identified above, within 15 days of this notice date in order to be considered. -- SIC Code 3699 applies.
