GENERAL SERVICES ADMINISTRATION IS SOLICITING PROPOSALS FOR SPACE ALTERATIONS FOR DISTRICT COURT, HALE BOGGS FB/CTHSE, NEW ORLEANS, LA- SOLICTIATION NO. GS-07P-97-HUC-0019, PROJECT RLA96001. WORK WILL INCLUDE BUT IS NOT LIMITED TO RECONFIGURATION OF TWO EXISTING JUDGES CHAMBERS AND RELATED OFFI E SPACE INTO FOUR JUDGES CHAMBERS. THE SCOPE OF THE SERVICES INCLUDES, BUT IS N OT LIMITED TO, DEMOLITION OF CEILINGS, PARTITIONS, MECHANICAL, ELECTRICAL AND PL UMBING WORK, AS WELL AS CONSTRUCTION OF THE TWO NEW CHAMBERS. NEW PARTITIONS, C EILINGS, DOORS AND FRAMES, ARCHITECRTURAL WOODWORK, EXTERIOR ENCLOSURE(BULLET PR OOF GLASS) AND OTHER FINISHES. ESTIMATED COST RANE -- $1 -- $2 MILLION. THE PROJ ECT IS BEING PROCURED USING INFORMAL SOURCE SELECTION PROCEDURES WHICH WILL RESU LT IN A FIRM FIXED-PRICE AWARD TO THE OFFEROR WHICH PROVIDES THH "GREATEST VALUE " TO THE GOVERNMENT, WITH TECHNICAL ABILITY BEING MORE IMPORTANT THAN PRICE. THE TERM "SIMILAR PROJECTS" SHALL BE DEFINED FOR EVALUATION PURPOSES AS CONSTRUCTIO N OR RENOVATION OF MULTI-STORY (THREE STORIES OR GREATER, NOT INCLUDING BASEMENT S) OFFICE BUILDINGS, COURT FACILITIES OR A COMBINATION THEREOF, WHICH WERE AT LE AST 50 PERCENT OCCUPIED AND FUNCTIONING IN THEIR INTENDED PURPOSE DURING CONSTRU CTION AND WERE SIMILAR IN DOLLAR RANGE TO THIS PROCUREMENT. THE EVALUATON FACTOR S ARE, IN DESCENDING ORDER OF IMPORTANCE: (1) EXPERIENCE AND PAST PERFORMANCE OF THE PRIME CONTRACTOR ON SIMILAR PROJECTS. THIS FACTOR CONSIDERS THE QUALITY OF THE OFFERORS PAST PERFORMANCE IN CARRYING OUT WORK OF A SIMILAR NATURE WITH REF ERENCES TO SUCH CONSIDERATIONS AS TIMELINESS, TECHNICAL SUCCESS AND COMPLETION W ITHIN BUDGET. (2) EXPERIENCE, PAST PERFORMANCE AND QUALIFICATION OF KEY PERSONNE L (ON-SITE SUPERINTENDENT AND PROJECT MANAGER). THIS FACTOR CONSIDERS THE ACHIE VEMENTS OR EXCELLENCE ACCOMPLISHED ON SIMILAR PROJECTS BY THE KEY PERSONNEL WITH IN THE LAST 5 YEARS AS WELL AS RELATED EDUCATION AND TRAINING TECHNICAL EVALUATI ON WILL BE BASD ON RESPONSES TO THE QUESTIONNAIRE WHICH WILL BE A PART OF THE RE QUEST FOR PROPOSAL. AWARD OF THIS CONTRACT IS CONTINGENT UPON SUCCESSFUL NEGOTI ATIONS OF A REASONABLE PRICE. HOWEVER, AWARD MAY BE MADE WITHOUT DISCUSSIONS.
