R -- TECHNICAL SERVICES PERTAINING TO THE REVIEW OF CLASSIFIED MATERIALS SOL DE-RP01-97IS50565 DUE 031397 POC Ms. Mary Wideman, Contract Specialist, (202)634-4595. The Department of Energy (DOE) Office of Declassification (OD) has a need for technical services for the review of classified materials to identify the specific information that is classified or is sensitive unclassified. OD conducts activities to develop, manage, and implement policies to identify classified information [i.e., Restricted Data (RD), Formerly Restricted Data (FRD), and National Security Information (NSI)] and certain unclassified but sensitive information [i.e., Unclassified Controlled Nuclear Information (UCNI) and Official Use Only (OUO) information] within DOE's jurisdiction as required by the Atomic Energy Act of 1954, as amended, applicable Executive orders, DOE orders or subsequent revisions, DOE policy, and regulations. The contractor shall provide the personnel, services, equipment (excluding Government provided items noted below), travel, and materials necessary to conduct reviews, perform analyses, prepare reports, and provide any other services required by OD as further defined in the Request for Proposals (RFP). All work shall be in accordance with DOE policy as identified in orders, regulations, or subsequent superseding documentation. DOE Order 5650.2B, "Identification of Classified Information," and DOE Order 5650.3A, "Identification of Unclassified Controlled Nuclear Information," are applicable. A fixed-rate completion type contract with a two-year base and 3 one-year options is contemplated. The maximum annual level of effort to be required is approximately 151,700 direct productive labor hours. All personnel who will be performing work under this contract are required to possess a DOE "Q" level security clearance. Any person being considered for any position under this procurement must possess a current "Q", a DoD "Top Secret", or have possessed a Single Scope Background Investigation (SSBI) clearance within the past 5 years. Additional personnel requirements are set forth in the RFP. The location of work is mainly at the Germantown, Maryland, site though other work locations are possible. Work is to be conducted onsite with the Government providing the office space, desks, and computers necessary to perform the work. This acquisition has been reserved exclusively for competition among small business firms as a Small Business Set-Aside. The Standard Industrial Classification (SIC) code for this procurement is 8711. The small business size standard is $20 million. The RFP (solicitation) will be available in approximately 30 days for downloading on the Internet from the "Current Business Opportunities at Headquarters Procurement Operations" Home Page located at address http://www.pr.doe.gov/solicit.html No paper copies of the solicitation will be made available. Prospective offerors that do not have the electronic capability to download the solicitation shall submit a written request to the Document Control Specialist at the address above for a diskette copy of the solicitation. The requestor must include a self-addressed stamped envelope and a MS-DOS formatted high density 3 +" virus free diskette suitable for download of the electronic solicitation. Offerors who fail to submit an appropriate diskette, or self-addressed stamped envelope, will not receive the solicitation. All offerors interested in receiving notification of solicitation posting should notify Ms. Mary Wideman at mary.wideman@hq.doe.gov through electronic mail. The notification must include a point of contact name, company address, electronic mail address (preferred) or fax number, and the solicitation number. Notification of solicitation posting will be issued through electronic mail or fax message only. It is the responsibility of prospective offerors, after receipt of the solicitation, to notify the designated Department point of contact of their intent to propose.
