Aircraft Repair & Supply Center intends to issue a delivery order
against an existing Basic Ordering Agreement with Sikorsky Aircraft
Corporation, to rework and whirl test eight (8) each Rotary Rudder
Blades, NSN 1615-01-158-9678, P/N 70101-31000-046; four (4) each Rotary
Wing Blades, NSN 1615-01-158-9679, P/N 70150-29100-041. Also for rework
against this BOA are eight (8) each Cylinder Head Assemblies, NSN
1615-01-158-9602, P/N 70106-28002-004 and seven (7) each Spindle
Assemblies, NSN 1615-01-238-2448, P/N 70102-28100-048. Offerors, other
than the OEM, must be NAVICP PICA (Primary Inventory Control Agency)
certified and must provide written responses no later than 1500 on 27
Jan 1997. Contractors desiring to obtain certification for rework of
these items may contact Mr. John Young at NAVICP, Philadelphia, PA
((212)697-1221), for information on the qialification process. Written
responses must include prices and technical data sufficient to
determine capability and a copy of the PICA certification. Work to be
performed shall be in accordance with Original Equipment Manufacturer's
specifications. The Coast Guard does not own, nor can it provide, the
proprietary specifications for rework of these blades and assemblies.

Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
