B -- WIND TUNNEL TESTING SUPPORTING THE X-38 PROGRAM SOL 9-BE13-40-7-35P DUE 012297 POC Contract Specialist: Jeff W. Johnson, (281) 483-1862 Contract Officer: Lisa Rea Phillips, (281) 483-8395 NASA/JSC plans to issue a Request for Offer (RFO) for High-Speed Wind Tunnel Tests supporting the X-38 Program Not-to-Exceed 600 hours utilizing a NASA supplied 5.2% scale model of the X-38 vehicle in order to collect aerodynamic force, moment and surface pressure data. The tasks will include test setup, conducting the test, model configuration changes, and model removal, as well as data measurement, recording and reporting. Final verified sets of data will be provided upon completion of each test tasking. Testing of 120 hours is required during the March 97 timeframe and 120 hours is likely during the June 1997 timeframe. Testing will be procured through the issuance of delivery orders issued against a requirements type contract. The contractor shall have sufficiently available access to wind tunnel facilities to facilitate the government's necessity to conduct wind tunnel testing when it is needed to support X-38 program requirements. Details of these requirements will be included in the RFO. The test Mach range is from 0.4 through 4.9 with test data being recorded at the following discrete Mach numbers: 0.4, 0.5, 0.6, 0.7, 0.8, 0.9, 0.95, 1.05, 1.1, 1.25, 1.4, 1.6, 1.8, 2.0, 2.5, 3.0, 3.5, 4.0, 4.5, and 4.9. At each Mach number, additional test conditions will be varied including angle of attack and sideslip. Test Reynold's number variations are not required. Control surface deflections of 10 degrees to -25 degrees. Elevon deflections of 0 degrees to 40 degrees, and aileron deflections of 5 degrees to 30 degrees will be investigated as well. All at 5 degree increments. Force and moment test data are to be measured and recorded at 1 degree angle of attack increments. See Numbered Note 26. This procurement is being conducted under the NASA/JSC MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed to hear concerns from offers and potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes.
