66 -- NIGHT VISION IMAGING SYSTEM EVALUATION FACILITY EQUIPMENT, HOFFMAN ENGINEERING CORPORATION SOL N00421-97-R-1023 DUE 111896 POC David H. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to negotiate a sole source contract with Hoffman Engineering Corporation, 911 Hope Street, 8 River Bend Center, PO Box 4430, Stanford, CT 06907. The proposed Indefinite Delivery, Indefinite Quantity type contract would be a follow-on contract to N00421-93-D-0122 and would provide for the acquisition of additional compatible equipment components, assemblies and adapters for Night Vision Imaging System (NVIS) Evaluation facilities and other common Government test laboratories. The NVIS Evaluation Facility is a suite of equipment used for laboratory and field evaluation of NVIS and NVIS compatible lighting and display systems. Additionally, this equipment suite provides for the laboratory simulation of environmental lighting conditions ranging from absolute dark to greater than 12,000 footcandle. Night Sky simulation and NVIS target arrays are provided on an aircraft size scale. Laboratory evaluations of NVIS include gain, resolution, flash recovery, automatic brightness control, high light susceptability, spectrum response, signal-to-noise, distortion, cosmetic defeciencies, diopter and equivalent background input, field of view, and alignment. Performance includes luminance, color, and NVIS radiance, for all aircraft internal and external lighting systems. The results of all tests shall be directly correlated to National Institute of Standards and Technology (NIST) traceable calibration standards. Proposed equipment must be mechanically, electrically, and optically compatible with existing Hoffman Night Vision Imaging System. Based on FAR 6.302-1, negotiations will be conducted solely with Hoffman Engineering Corporation, the only known source capable of providing equipment with fully integrated night vision test capabiity. Delivery will be to the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
