R -- COMMUNICATION SYSTEMS MAINTENANCE POC Captain Harold Cunningham, (719)567-3889, (Contracting Officer). The 50th Space Wing is contemplating contracting for assorted communications-related functions as a result of mandated out-sourcing requirements. This out-sourcing effort would involve three squadrons at Falcon AFB, CO (50th Maintenance Squadron, 50th Space Communications Squadron, and the 50th Mission Support Squadron) and one squadron at New Boston AS, NH (23rd Space Operations Squadron). A. The 50th Maintenance Squadron is responsible for the maintenance of the Falcon AFB communication systems and will require contractor support to replace the functions performed by the Communications System Flight and the Communications Support Flight. The Communications System Flight is responsible for the planning, organizing, staffing, directing, and controlling of the maintenance effort, and is responsible to the commander for accomplishing the maintenance mission, for Defense Satellite Communications Systems (DSCS) Satellite Communications (SATCOM), DSCS Technical Control Facility, Milstar Operations, and Sensor Maintenance (69 total authorizations; 69 enlisted). The Communications Support Flight manages the operations and maintenance for the telephone service and repeater support, local area network, common user cryptographic and multiplexor equipment, land mobile radios, small computer maintenance, automated data processing equipment custodial function, and equipment maintenance control. (40 total authorizations; 1 officer, 39 enlisted). B. The 50th Space Communications Squadron is responsible for installation, maintenance, modification, and alignment of the Falcon AFB Communications Segment equipment and associated end-user items. The squadron performs preventive, scheduled and unscheduled maintenance on Operational Secure Voice Switch (OSVS), backup secure voice, Consolidated Space Operations Center-Consolidated Space Testing Center wideband, Control and Monitor, narrowband communications, system routing, record/storage/playback data set, Traffic Switch Controller and Traffic Switch Subsystems, Timing, Satellite Communication Control Central, and wideband multiplexer/ demultiplexer time division units. Squadron personnel respond to equipment outages, analyze and isolate problems, and conduct repair actions to the aforementioned systems, including the Maintenance Equipment String training facility equipment. (25 total authorizations; 25 enlisted). The squadron is also responsible for system operations of the Consolidated Operations Room, performing troubleshooting and analysis; system dumps, saves, initialization; and mission recycles and system power on/off upon request of the appropriate flight commander or module representative. Squadron personnel provide technical expertise and continuity in support of the tape librarian functions, five (5) days a week and on call/recall support capability to provide twenty-four (24) hours a day, seven (7) days a week coverage at Falcon AFB. (49 total authorizations; 49 enlisted). C. The 50th Mission Support Squadron is the focal point for the developing and implementing the base-level Information Management (IM) program. The base-level IM ensures that IM policies and procedures are followed and performed daily in meeting the base's mission, also monitoring the performance of base IM operations, actively assists supported units, and trains IM personnel in all areas of IM. (16 total authorizations; 12 enlisted, 4 civilians). D. The 23rd Space Operations Squadron is responsible for SATCOM maintenance. Squadron personnel install, operate, maintain, configure, modify, troubleshoot, and repair heavy fixed satellite communications terminal equipment (AN/FSC-78B), Satellite Network Monitoring Subsystems (AN/GSC-51(V)5), Digital Communications Subsystem (OM-73 Modem Group, AN/GSC-24 Multiplexor Set), and associated peripheral and test equipment. Squadron coordinates with users to ensure continuous 24 hour 7 day a week operations, performs preventive maintenance inspections, and equipment alignments, communications link test which directly support the Air Force Satellite Control Network, NASA Space Shuttle, and US Army Space and Strategic Defense Command missions. (14 total authorizations; 14 enlisted). At this time, the 50th Space Wing is collecting high level pricing and availability data, including rough order of magnitude (ROM), per annum cost estimates, to determine whether out-sourcing this effort will be cost effective. Interested parties are invited to provide ROM estimates for this effort. No particular estimating methodology is required; however, request each respondent describe their methodology. Labor rates used to develop these estimates must be consistent with the Service Contract Act. In addition, respondents are requested to discuss the commercial availability of like services and any associated commercial practices.
