Z -- SERVICES AND MATERIALS TO REPLACE TRANSFORMER FOR ''1CA'' BUILDING 1243 SOL 1-063-GGK1.1459 DUE 113096 POC Deloris J. Hart, Contract Specialist, 757-864-2439. The work to be performed under these specifications consists of the removal and replacement of the existing Transformer ''1CA'' at Yorktown Substation, of the Langley Research Center. The work to be performed includes, but is not limited to, the following: (1) Removing and disposing of the existing Transformer ''1CA''. (2) Furnishing and installing a new replacement power distribution Transformer ''1CA''. (3) Removing and replacing Transformer ''1CA'' primary overhead bus feeder. (4) Removing and replacing Transformer ''1CA'' grounding resistor overhead bus feeder connection. (5) Reconnecting the existing control, alarm, and trip wires to the new ''1CA'' transformer. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. Contract duration 630 days. Estimated cost range between $500,000 and $1,000,000. All responsible business sources may submit a bid which will be considered by the Agency. The bid opening date is approximate. Solicitation available 10-30-96. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
