This acquisition will require the successful commercial firm to provide all personnel, supervision, management, and labor necessary to operate the Central Issue Facility (CIF) at Fort Drum, New York. The operation of the CIF is a logistical support function and the work will require the commercial source to issue, receive, exchange, inventory, warehouse, maintain accountable control over, and schedule maintenance for stocks of Organizational Clothing and Individual Equipment (OCIE). The Government will provide existing facilities, materials handling equipment, automated and non-automated office equipment and an inventory of OCIE. A 30-day Phase-In Period is scheduled to start 1 Mar 97, with full performance commencing 1 Apr 97 for an initial 1-year contract period ending 31 Mar 98, to include four additional 1-year option renewal periods. Solicitation will be issued O/A 12 Dec 96. This acquisition is a 100% total small business set-aside. SIC Code 8744 applies, and to be considered a small business under this code, average annual receipts for a firm and its affiliates for the past three fiscal must not exceed $5 million.
