D -- JWARS DEVELOPMENT AND VERIFICATION & VALIDATION (V&V) SOL DASW01-97-R-0011 POC Bill Hamilton, (703) 693-2141 The Defense Supply Service-Washington, on behalf of the Office of the Director for Program Analysis and Evaluation (OD(PA&E)), intends to acquire services to support the development of the Joint Warfare System (JWARS), a simulation of joint warfare for analysis. JWARS is a major component of the Deputy Secretary of Defense (DepSecDef) approved Joint Analytic Model Improvement Program (JAMIP) which will improve the ability of the DOD to analyze joint operations. The required FIP resources will be required for the design and implementation and the independent verification and validation (V&V) of JWARS. The solicitation will be divided into two (2) separate lots, LOT 1 for the design and implementation and LOT 2 for the independent V&V. LOT 2 will be a 100% small business set-aside. JWARS will be a state-of-the-art, constructive simulation of joint, campaign-level warfare for analysis. For design and implementation of JWARS, the skills needed are development and application of theater-level warfare simulations for analysis, as well as object-oriented analysis, design, and implementation. The V&V will require experience with verifying and validating theater-level warfare simulations for analysis, preferably simulations developed using object-oriented techniques.
