58 -- REQUEST FOR INFORMATION (RFI) CONCERNING HARDENED INPUT/OUTPUT DEVICE INTERFACING WITH SCAMP MILSTAR SATELLITE TERMINAL POC David Luzietti, Technical Contact, 617-271-5924; Stephen DiLustro, Buyer, 617-271-6283; Joseph Zimmerman, Contracting Officer, 617-271- 6279. This is a request for information. The Electronic Systems Center MILSATCOM Terminal Program Office (ESC/MCS) is seeking information regarding industry's current (or near term) capabilities applicable to hardened Input/Output Devices capable of interfacing with the Single Channel Anti-Jam Manportable (SCAMP) Milstar ground satellite communications terminal. One Input/Output Device for which information is sought will interface with each Air Force SCAMP terminal. Following receipt of industry inputs, a full and open competition may be conducted to select a contractor for the procurement of up to 100 Input/Output Devices. Companies responding to this request for information should send white papers (including any specification sheets) to the technical point of contact, Mr. David Luzietti, at ESC/MCS, 50 Griffiss Street, Hanscom AFB, MA 01731-1620. The responses should be dated no later than 30 days subsequent to the date of this CBD announcement. The following general requirements apply: (1) Each hardened I/O device shall consist of a printer, keyboard or keypad, monitor or display. (2) I/O data rates of 75, 150, 300, 600, 1200 and 2400 bits/second. (3) Serial I/O: RS-232 or RS-423 or MIL-STD-188-114 unbalanced. (4) 110 VAC, 60Hz, 220 VAC, 50Hz, and 20-33VDC (5) Printer may be embedded or separate. (6) Small amount of data buffering (storage) needed to review messages before sending and for received messages in addition to printing messages as they arrive. Perhaps 100 lines of 80 characters/line messages (shorter number of characters/line is acceptable also) for transmit and at least that amount of storage for receipt of messages. (7) Rugged construction. Any details in meeting this criteria will be appreciated. (8) Temperature environment: operating, -32 to +49 degrees C, storage, -55 to +71 degrees C. (9) Monitor or display may be any visual display device, CRT, liquid crystal, etc. compatible with operation at a pressure of 650 millibars (10,000 ft.) and transport in air pressure of 100 millibars (50,000 ft). (10) The I/O device shall operate without degradation in performance and shall sustain no physical damage during and after prolonged exposure to high humidity conditions encountered in the field. The following special requirements apply. Any available test data and/or analysis is solicited: (1) HEMP: survive and operate after exposure to DoD STD 2169; (2) EMI/EMC (MIL-STD-461); (3) TEMPEST; (4) Cryptographic Security; (5) Emission Security. Any additional I/O capabilities to accommodate two simultaneous communication ports (instead of just one) and a compatability with a crypto on one port (e.g., KIV-7 installed in laptop computer used as part of I/O device) are also of interest to the Government. This synopsis does not constitute a RFP nor is it intended to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information solicited. (0269)
