Slana (Site Code W31XNJ) Construct a fire training facility that includes a 100 ft diameter, lined and environmentally acceptable fire training pit, a large steel frame aircraft mock-up, a two story approx. 1200 sf CMU block smoke house (optional) steel frame control stand, 10,000 gallon propane gas tank, pumps, piping, storage system for gas and water, lighting, fencing and a 200 ft diameter stabilized aggregate access area around the aircraft mock- up. This solicitation includes bid options which may not be awarded. Critical Path Method (Network Analysis system) is required. Bid Documents are available on or about 1 October 1996. Costs are as follows: Plans half size $15.00. Specifications $30.00. Cost of work is between $1,000,000 and $5,000,000. This procurement is a Competitive 8(a) Set- Aside as established by Section 8 (a) of the small Business Act (15 U.S.C. 637(a)). Only those firms meeting the small Business Administration's (SBA) criterion, and have previously been certified by the SBA as an ''8(a) Contractor'', are eligible to compete for this procurement and ultimately be awarded a subcontract from the SBA. It has been determined by the SBA that competition will be restricted to 8(a) firms which have SIC Code 1542 among their approved SIC Codes and which are in the State of Florida and serviced by the SBA District Office located in Miami, Florida. Requests for Plans and Specifications shall indicate in writing whether firm will bid as a Prime contractor or a Subcontractor. Firm's physical address, telephone and facsimile numbers, and name of point of contact must also be provided to facilitate any overnight mailing required.
