The Health Resources and Services Administration is soliciting proposals in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR). In accordance with the FAR Part 13, this procurement has been classified as a small business set aside. The purpose of this procurement is to assist the Division of Healthy Start, Maternal and Child Health Bureau in assessing and identifying eight Healthy Start grantee's responsiveness to the needs of their Hispanic clientele, including, but not limited to, the reduction in the Hispanic infant mortality and improving the access, utilization and quality of perinatal services to this component of the individual grantee's service population. (Of the 22 Healthy Start grantees, there are 8 grantees whose target populations include a percentage of Hispanic women of childbearing age; they include: New York City, Chicago, Nortwest Indiana, Milwaukee, Boston, Dallas, Oakland, and New Orleans.) The period of performance is seven months. All responsible sources may submit a proposal which will be considered by the Agency. The solicitation will be issued on or about 09/13/96.
