ADMINISTRATIVE SUPPORT TO THE SSBUV, UV CALIBRATION FACILITY, TOMS, AND
OTHER PROJECTS WITHIN THE LABORATORY FOR ATMOSPHERES SOL RFO5-61126/258

Contracting Officer, 301-286-7415. NASA Goddard Space Flight Center
(GSFC) intends to issue Request for Offer (RFO)5-61126/258 on a sole
source basis to International Development and Energy Associates,
Incorporated (IDEA). This procurement action will extend the period of
performance under Contract NAS5-31729 for an additional 27 months
beyond the current end date of the contract (10/31/96). This extension
is required to: 1. meet critical milestones within the flight
projects; and 2. consolidate this effort with similar requirements
within the Earth Sciences Directorate which will be competed in 1998
and awarded by February 1999. Under Contract NAS5-31729, the Contractor
provides spacecraft/space shuttle interface engineering and project
administrative support to the Shuttle Solar Backscatter Ultraviolet
Experiment (SSBUV), ultraviolet calibration facility, Cassini, Total
Ozone Mapping Spectrometer, LIDARS, Subsonic Assessment, and other
related projects in the Laboratory for Atmospheres. This contract is
being extended to meet the following critical milestones: a) complete
and disseminate SSBUV data and calibration results to the scientific
community; b) support the launch of the Cassini spacecraft in
cooperation with the European Space Agency in October 1997 and Planet-B
mass spectrometer to Japan in August 1998; c) support the planned 1998
launch of the Russian spacecraft/TOMS FM-5. IDEA is the only company
with the specialized experience required to successfully complete the
above milestones. Statutory authority for this sole source procurement
is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. However,
companies who believe they can provide these services without any
detrimental impact to the program schedules supported by this work,
should fully identify their interest and capabilities within 15 days
