S -- COMPUTER CONTROLLED ACCESS (CCA) FOR PERIMETER ENTRANCES/EXITS AND FOR AUTOMATED LOG-IN/OUT FOR DHHS HUMPHREY BUILDING SOL RFP-45-96-HHS-OS POC Cheryl L. Howe (202) 690-5552 This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a request for proposal, RFP-45-96-HHS-OS. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular #40. This is a full and open competition acquisition which will result in award of a firm fixed price contract. DESCRIPTION OF REQUIREMENT: This contract will provide for the automated log-in and log-out procedures for DHHS employees entering or leaving the HHH Building. The current system requires the manual signing of a paper log by employees. This contract will also expand the current CCA to include all HHH perimeter doors and the door to the HHH fire alarm control room. This will eliminate the need for different types of locks and keys and different alarm systems thereby facilitating alarm monitoring through one system. In addition, the new locks will also increase perimeter security. The Independence, Third and Second Street entrances will also have emergency ''lock down'' procedures to prevent unauthorized entrance during demonstrations or other activities. GENERAL CONTRACT REQUIREMENTS: The contractor will provide and install two proximity card readers at or near the main guard desk at the Independence Avenue entrance to the HHH. These readers will be used to log employees in and out of the HHH during security hours. The readers will also be fully compatible with the existing CCA system. The readers will be able to use the current CCA system to provide reports and logs of employees using the card readers for entry/exit. The contractor will also provide and install proximity card readers, subsystem panels, necessary interface software, necessary interface programming, magnetic locks, door crash bars as required, and other door hardware to secure all HHH perimeter doors and the HHH fire alarm control room doors and to integrate them into the existing CCA. The contractor can propose specific door configurations depending on the location and use of the door. Regular entrance/exit doors will require proximity card readers while tower doors will require alarms but no proximity card readers. All proximity card readers must be able to read the proximity cards now issued to DHHS employees in the southwest complex. The readers must also be fully compatible with the existing CCA system. The contractor will provide all necessary card readers, all wiring of the readers to the main CCA computer, appropriate mounts for the readers, all necessary interfaces, development of the employee log report (for the employee log-in/log-out readers), appropriate sub panels and subsystems, all magnetic locks, all required door crash bars, all alarms, and other relevant door hardware or system equipment, and appropriate software and programming to interface the new equipment with the current CCA and closed circuit television surveillance system (CCTV). The agency will provide electrical power and conduits or raceways from the doors/readers to the CCA computer. GENERAL DESCRIPTION OF LOCATION: The HHH is located at 200 Independence Avenue, SW, Washington, D.C. It is bounded by Independence Avenue, Second, Third, and C Streets southwest. The main guard desk is located adjacent to the main entrance. The CCA control room is located near the main guard desk. There are eight entry/exit locations described as follows: 1) Independence Avenue Main Entrance - a) two single doors and b) one set of double doors; 2) Second Street Back Up Entrance - three single doors; 3) Second Street Emergency Exit - one set of double doors; 4) Third Secondary Entrance - three single doors; 5) Third Street Emergency Exit - one set of double doors; 6) C Street Loading Dock - Roll-Up Door; 7) C Street Loading Dock - Double Door; 8) Tower Door Emergency Exits - Four ''towers'' (one on each corner of the HHH) with total of six single doors (two towers on Second Street side each contain one single door; two towers on Third Street side each contain two single doors); 9) The fire alarm control room, located off the main hall of the HHH - one single door. HHH SECURITY HOURS: 6:30 P.M. to 6:30 A.M. Federal work days; 24 hours on Saturdays, Sundays, and all Federal Holidays. Security hours are also instituted under special security conditions or for special circumstances. During security hours, only the Independence Avenue entrance is open. CURRENT SYSTEM: DHHS currently uses a CCA system to control access to mechanical spaces, wire closets, the parking garage, and the secretarial suite. CCTV monitors entrances to most mechanical spaces. The current CCA is the ACS 51 Security System, version 4.0, developed by Mycroft Technologies, a division of SMF Systems Corporation. The ID proximity badges currently in use are made from the I*Star Photo ID and Badging System, version 6.10, developed by Goddard Technology Corporation.
